Job summary

Rebus in the United Arab Emirates seeks a seasoned QA/QC Lead to develop and maintain the Project Quality Management System and related plans. You will oversee QC across civil, structural, architectural, MEP, HVAC, plumbing, electrical works, and coordinate with clients and contractors to resolve issues.

Bring 10–12 years of QA/QC leadership in large-scale projects, strong ISO 9001 knowledge, and a proven track record in inspections, tests, NCRs, audits, and handover documentation.

Qualifications

• Bachelor’s degree in Civil, Mechanical, Electrical, or related discipline.
• Minimum 10–12 years of QA/QC experience in construction with managerial responsibilities.
• Proven knowledge of QA/QC across Civil, MEP and Electrical works.
• Strong knowledge of ISO 9001 and implementing project quality plans and procedures.
• Experience with inspections, testing, ITPs, NCRs, audits and handover docs.
• Familiarity with UAE regulations, authority requirements, standards and codes.
• QA/QC auditor training or certification is preferred.
• Experience on large scale building, infrastructure, commercial, or airport projects is advantageous.

Responsibilities

• Develop, implement, maintain, and monitor the QMS, QP, ITPs, and quality procedures.
• Oversee QC activities for civil, structural, finishes, MEP, HVAC, plumbing, drainage, firefighting, electrical works.
• Review and verify method statements, submittals, shop drawings, inspection requests, test reports.
• Ensure works align with drawings, specs, codes, standards, and client/consultant requirements.
• Coordinate with PMs, site engineers, discipline teams, consultants, subcontractors, suppliers and clients.
• Plan and conduct internal quality audits, site inspections, and quality performance reviews.
• Monitor material receiving inspections, lab testing, calibration, and commissioning tests.
• Identify non-conformances, issue NCRs, and ensure root cause, corrective actions, preventive actions.
• Review and approve quality records, checklists, test certificates, as-built docs, and handover dossiers.
• Lead quality meetings, share lessons learned, and promote quality awareness and continuous improvement.
• Monitor subcontractor and supplier quality performance and ensure compliance.
• Support testing, commissioning, snagging, and final handover activities for Civil, MEP, and Electrical works.
• Prepare and submit periodic quality reports, KPIs, audit findings, and status updates.
• Ensure quality documentation is controlled, updated, traceable, and maintained per procedures.

• Oversee quality control activities for civil and structural works, architectural finishes, mechanical systems, HVAC, plumbing, drainage, firefighting, electrical installations, and associated construction works.


• Review and verify method statements, material submittals, shop drawings, inspection requests, test reports, and other quality-related documentation.


• Ensure all works are executed in accordance with approved drawings, specifications, codes, standards, and client/consultant requirements.


• Coordinate with project managers, site engineers, discipline teams, consultants, subcontractors, suppliers, and clients to resolve quality-related issues.


• Plan and conduct internal quality audits, site inspections, surveillance activities, and quality performance reviews


• Monitor material receiving inspections, laboratory testing, equipment calibration, and required site and commissioning tests.


• Identify non-conformances, issue and track NCRs, and ensure root-cause analysis, corrective actions, and preventive actions are completed effectively.


• Review and approve quality records, inspection checklists, test certificates, as-built documentation, and project handover dossiers.


• Lead quality meetings, communicate lessons learned, and promote quality awareness and continuous improvement across project teams.


• Monitor subcontractor and supplier quality performance and ensure compliance with project quality requirements.

Candidate Requirements

• Bachelor’s degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, or a closely related discipline.


• Minimum 10–12 years of relevant QA/QC experience in construction, including substantial experience in a managerial or leadership role.


• Demonstrated knowledge of quality control requirements across Civil, MEP, and Electrical construction works.


• Strong knowledge of ISO 9001 Quality Management Systems and experience implementing project-specific quality plans and procedures.


• Experience with inspections, testing, ITPs, method statements, NCRs, corrective actions, audits, and project handover documentation.


• Knowledge of applicable UAE regulations, authority requirements, project specifications, and relevant international codes and standards


• Relevant quality management or ISO 9001 auditor training/certification is preferred.


• Experience on large-scale building, infrastructure, commercial, or airport construction projects is an advantage.


• Strong leadership, communication, coordination, analytical, and problem-solving skills


• Proficiency in quality documentation, reporting, and standard project management/document control systems.


• Ability to manage quality requirements across multiple construction disciplines.


• Strong understanding of Civil, Mechanical, HVAC, Plumbing, Firefighting, and Electrical installation and testing processes


• Ability to identify quality risks, investigate defects, and implement practical corrective and preventive measures.
