Role Context

The Project Manager - Roads and Highways will take overall responsibility for the coordinated execution of assigned infrastructure projects, balancing engineering delivery with financial control, contractual compliance, resource management, and client expectations. The role requires strong oversight of both technical and business functions so that project objectives remain aligned with approved scope, schedule, quality standards, and budget. Working across engineering, commercial, administrative, safety, and quality functions, the Project Manager will provide clear direction to project teams while maintaining visibility of revenue, labor expenditure, operating costs, invoicing, profitability, and deliverable status. Effective leadership will directly influence project performance, stakeholder confidence, and successful completion of road and highway infrastructure works.

Key Responsibilities
  • Plan, direct, supervise, and control the technical, commercial, financial, and administrative activities of assigned infrastructure projects.
  • Establish clear project objectives, delivery priorities, responsibilities, and performance expectations for multidisciplinary teams.
  • Manage roads and highways projects in accordance with contractual obligations, agreed schedules, approved budgets, and client requirements.
  • Forecast monthly project revenue, labor expenditure, other direct costs, and gross profit throughout the project lifecycle.
  • Develop and manage project budgets while monitoring financial performance and profitability.
  • Oversee project invoicing, billing, accounts receivable, and accounts payable activities.
  • Monitor expenditure against approved budgets and identify financial issues requiring corrective action.
  • Establish and maintain the Project Management Plan for assigned works.
  • Oversee preparation and implementation of the Health and Safety Plan.
  • Ensure an appropriate Quality Assurance and Quality Control Plan is established and followed.
  • Define project requirements across engineering, commercial, administrative, and operational workstreams.
  • Monitor draft and final project deliverables for compliance with agreed technical and contractual criteria.
  • Coordinate engineering disciplines to maintain consistency across project interfaces and construction requirements.
  • Track schedule performance and take corrective action where activities threaten key milestones.
  • Manage project resources to maintain efficient delivery without compromising technical quality.
  • Maintain effective communication with clients, consultants, contractors, authorities, and internal management.
  • Provide leadership and direction to project personnel and resolve issues that could affect successful delivery.
  • Ensure project activities remain compliant with applicable industry practices, regulations, and contractual requirements.
  • Use appropriate technology and project management systems to improve reporting, coordination, and decision-making.
  • Support commercial and contractual administration throughout project execution.
  • Maintain accurate management information covering progress, financial status, risks, and outstanding actions.
  • Promote effective coordination between technical teams and business support functions.
  • Provide senior management with clear visibility of project performance, emerging risks, and required decisions.
  • Lead project activities through completion while maintaining client satisfaction, cost control, quality, and schedule discipline.
Ideal Profile

Candidates should hold a Bachelor 's degree in Civil Engineering from a recognized university and have at least 10 years of relevant professional experience. The position requires proven capability managing infrastructure projects, particularly within roads, highways, transportation, or associated civil engineering environments. Strong candidates should demonstrate:

  • Experience directing multidisciplinary infrastructure project teams.
  • Understanding of road and highway project delivery.
  • Strong project budgeting and financial control capability.
  • Experience forecasting revenue, labor costs, direct costs, and profitability.
  • Knowledge of project invoicing, billing, accounts receivable, and accounts payable.
