Role Overview
Project Manager – Engineering Projects in Abu Dhabi, United Arab Emirates is a senior Oil and Energy engineering leadership role focused on managing major multidisciplinary projects from concept and initiation through engineering, procurement, construction, commissioning, start‑up, completion, and handover. The role supports ADNOC Group by ensuring new plants, facilities, and modifications to existing plant systems are delivered safely, economically, and in line with shareholder guidelines, company procedures, HSE requirements, quality standards, budget targets, and project schedules.
Key Responsibilities
- Manage, supervise and control major multidisciplinary engineering projects from initial concept through completion and handover.
- Lead project activities related to new plants, facilities, field development projects, and modifications to existing plant systems.
- Ensure projects are developed and executed in line with shareholder guidelines, business objectives, company standards, and economic value requirements.
- Lead and provide technical input into proposals, conceptual developments, design coordination, material specifications, procurement, and contract tendering stages.
- Coordinate interfaces with external parties and ensure appropriate codes, practices, engineering standards and project requirements are applied.
- Manage project management consultants and ensure effective site supervision, project administration, technical reporting and progress monitoring.
- Provide timely updates to management on project progress, risks, budget status, schedule performance, quality issues and key decisions.
- Lead teams in developing implementation strategies for major oil and gas development projects.
- Direct project management teams through all phases of project execution, from initiation to commissioning and start‑up.
- Manage multinational contractors and ensure projects are executed using sound project management principles.
- Ensure full compliance with HSE requirements, guidelines, approved safety procedures, method statements, project specifications, cost targets and schedule objectives.
- Lead and participate in divisional or company‑wide committees as assigned, providing guidance and expertise in project engineering and execution.
- Direct and coordinate teams of multidisciplinary engineers assigned to designated field projects.
- Review source materials and participate in meetings to define future project requirements for assigned fields.
- Provide technical and administrative input to take projects from inception stage to draft requirement proposals.
- Define, revise and refine project scopes, objectives, background data, cost assumptions, technical feasibility and alternative options.
- Participate in refining initial proposals into coherent and viable project plans.
- Review and refine project designs, specifications, costs, phasing plans and project strategies in coordination with user departments, Finance, Commercial Support and other divisions.
- Initiate and approve overall work programmes, contractor terms of reference, project standards, working procedures and the basis for project execution.
- Manage bidder pre‑qualification, project budget control, contract cost control, expenditure authorisation and financial governance requirements.
- Review and endorse contract purchase recommendations, subcontract recommendations and variation orders throughout project phases.
- Ensure approved project plans are updated to reflect changes, decisions, risks and implementation progress.
- Prepare and oversee project safety programmes and ensure compliance with company safety rules, regulations and remedial actions.
- Audit HSE performance and contractor compliance, then take corrective measures to resolve deficiencies.
- Ensure all contractors follow approved safety procedures and method statements during project execution.
- Advise management on anticipated completion dates and support start‑up planning, manpower planning and handover readiness.
- Review alternate technical studies, including shop versus field fabrication and concrete versus steel structure options.
- Coordinate phased completion and acceptance of plant sections with end users.
- Manage project financial matters including currency requirements, import duty exceptions, financial forecasts, budget status and cost reporting.
- Attend tender board meetings and report on financial, technical, schedule, quality and safety status of assigned projects.
- Appraise contractor performance in quality, cost, schedule, HSE and execution discipline, ensuring corrective actions are implemented.
- Prepare weekly highlights and monthly progress reports covering engineering, procurement, construction, commissioning, cost, schedule and risk status.
- Manage projects within approved budgets and company policies to avoid financial losses, scope changes, rework, delays and production target impacts.
- Establish and monitor quality control standards for project activities under assigned responsibility.
- Manage technical integrity of surface facilities and ensure project cost discipline throughout the full project lifecycle.
- Deliver major development projects within agreed HSE, quality, cost, schedule, technical integrity and operational targets.
- Recommend acceptance or rejection of work programmes, proposals and project execution plans.
- Plan and supervise department personnel and resources to achieve division objectives in a cost‑conscious and efficient manner.
- Support employee development, Personal Development Plans, succession planning, talent pipeline creation and development of UAE Nationals.
- Compile budget inputs, monitor expenditure, investigate variances and support effective performance and cost control.
- Implement approved policies, systems, procedures, standards, internal controls and project management practices.
- Support performance management, KPI monitoring, balanced scorecard objectives and annual performance management requirements.
- Promote innovation, change management, continuous improvement and ISO‑aligned process enhancements.
- Ensure HSE culture, sustainability practices, employee induction and ADNOC Code of Practices requirements are followed.
- Prepare MIS reports, progress reports, management updates and project performance summaries for company leadership.
Ideal Profile
- Bachelor Degree in Engineering or an equivalent discipline.
- PMP certification is required.
- Minimum 12 years of professional experience in project engineering or project execution within oil and gas projects.
- At least 5 years of experience leading multidisciplinary staff, consultants and contractors in defining and executing oil and gas projects.
- Strong experience managing major development projects involving facilities, surface infrastructure, plant modifications, construction, commissioning and start‑up.
- Sound knowledge of project management principles, contracts, planning, procurement, tendering, budget control, cost control and schedule management.
- Proven ability to manage PMCs, consultants, multinational contractors, engineering teams and site supervision activities.
- Strong understanding of HSE requirements, project safety programmes, method statements, risk controls and contractor compliance.
- Experience developing project strategies, work programmes, contractor terms of reference, project standards, procedures and execution plans.
- Ability to review project designs, technical specifications, cost estimates, phasing plans, scope changes, variation orders and contract recommendations.
- Strong financial and commercial awareness, including project budgets, forecasts, expenditure control, tender board inputs and cost reporting.
- Experience supporting start‑up planning, commissioning readiness, phased handover, plant acceptance and end‑user coordination.
- Strong knowledge of technical integrity requirements for surface facilities and major oil and gas assets.
- Ability to lead multidisciplinary engineering teams and manage complex project interfaces with production teams, finance, commercial functions, PMCs, consultants and contractors.
