Job summary

TÜV SÜD is seeking a seasoned Project Manager to lead manpower planning, resourcing and mobilization for oil & gas and chemical construction sites in the UAE. You will ensure qualified inspectors are deployed on schedule while optimizing costs and maintaining safety standards.

The role requires 10–12 years in oil & gas with 4–5 years in project management and manpower planning for ADNOC sites, plus strong leadership and compliance skills.

Qualifications

  • Bachelor’s degree in engineering, business administration, or related field.
  • 10–12 years of experience in oil & gas, with at least 4–5 years in project management and manpower planning for ADNOC construction sites.
  • Proven experience managing manpower planning, resourcing and logistics in large-scale projects.
  • Strong knowledge of oil & gas project lifecycle and inspection disciplines.
  • Certifications such as ISO 9001 Lead Auditor, Welding, NDT Level III, Painting are preferred.

Responsibilities

  • Manpower planning and resourcing for site inspection projects.
  • Develop and execute manpower resourcing strategies and onboarding of QA/QC inspectors.
  • Coordinate recruitment, onboarding, and maintain a resource pool aligned with forecast demand.
  • Oversee mobilization/demobilization of inspection teams to match project schedules.
  • Manage logistics for manpower deployment: travel, visas, accommodations, site access, trainings and clearances.
  • Ensure compliance with local labor laws, client requirements, and company policies.
  • Develop and manage manpower and logistics budgets; track recruitment, travel, and deployment costs.
  • Interface with clients, contractors and internal stakeholders to align manpower requirements.

Job description

The Project Manager is responsible for leading the planning, management of manpower resourcing, and mobilization for site inspection activities across Oil & Gas and Chemical/Petrochemical construction sites. This role ensures the timely deployment of qualified inspectors while maintaining cost-effective arrangements and overseeing end-to-end logistics operations, ensuring compliance with project schedules, client requirements, and industry standards.

The incumbent shall ensure compliance with project technical quality requirements and support the successful execution of project quality objectives.

Responsibility and Authority
  • Manpower Planning & Resourcing
  • Develop and execute manpower resourcing strategies for site inspection projects.
  • Managing the hiring process for suitable QA/QC inspectors, including interviews and selection.
  • Coordinate recruitment and onboarding of qualified QA/QC inspectors.
  • Maintain a resource pool aligned with project demand forecasts.
  • Ensure all personnel meet client and project-specific requirements (certifications, approvals, training).
  • Optimize manpower utilization across multiple projects and locations.
  • Project Coordination & Delivery
  • Lead mobilization and demobilization of inspection teams in line with project schedules.
  • Interface with clients, contractors, and internal stakeholders to ensure alignment of manpower requirements.
  • Monitor project progress and ensure adequate staffing levels are maintained at all times.
  • Resolve manpower shortages or scheduling conflicts proactively.
  • Logistics Management
  • Supervise all logistics activities related to manpower deployment, including:
  • Travel arrangements (flights, visas, work permits)
  • Accommodation and transportation
  • Site access requirements, safety trainings and security clearances
  • Ensure cost-effective and timely logistics support for all deployed personnel.
  • Coordinate with logistics vendors and internal departments to maintain seamless operations
  • Compliance & Documentation
  • Ensure compliance with company policies, local labor laws, and client requirements.
  • Maintain accurate records of manpower allocation, certifications, and mobilization status.
  • Oversee documentation related to visas, permits, and client approvals.
  • Budget & Cost Control
  • Develop and manage manpower and logistics budgets.
  • Track costs related to recruitment, travel, accommodation, and site deployment.
  • Identify cost optimization opportunities without compromising quality and safety
  • Stakeholder Management
  • Act as the primary point of contact for clients regarding manpower and logistics matters.
  • Build strong relationships with clients, inspectors, and service providers.
  • Provide regular updates and reports to senior management.
  • Leadership & Team Management
  • Lead and mentor resourcing and logistics teams.
  • Ensure high performance, accountability, and continuous improvement within the team.
  • Foster a safety-first culture across all operations.
Your Qualifications And Skills
  • Bachelor’s degree in engineering, Business Administration, or related field
  • Minimum 10 - 12 years of experience in oil & gas, with at least 4–5 years in project management and manpower planning for ADNOC construction sites.
  • Proven experience managing manpower planning, resourcing and logistics in large-scale projects.
  • Strong knowledge of oil & gas project lifecycle and inspection disciplines.
  • Relevant industry certifications are preferred such as ISO 9001 Lead Auditor, Welding, NDT Level III, Painting, etc.
  • Strong project management and organizational skills
  • Ability to work in fast-paced, multi-project environments
  • Problem-solving and decision-making capability under pressure
  • Financial awareness and budget control
  • Strong knowledge of international codes, standards, inspection procedures and QA/QC requirements.
  • Excellent communication, reporting and stakeholder management skills
  • Valid UAE Driving License.
  • Travel Requirements: Willingness to travel to project sites within the UAE as required, and outside the country if needed.
