Job Purpose
Provide technical advice and expertise on all project-related matters to all concerned parties within the department; prepare studies and research in the field of new sustainable construction systems, technologies, and finishing materials, as well as value engineering studies; and develop systems, regulations, specifications, technical standards, and work procedures related to projects, updating them periodically in line with the department's plans and directions.
Main Tasks
- Set project strategy and work plans; identify the needs and requirements necessary for implementing design or execution works for various projects, in coordination with officials within the department.
- Conduct and implement value engineering studies and issue recommendations on applying the best of them to projects, in coordination with the relevant organizational units.
- Conduct research and studies in the field of future foresight and review best practices in new sustainable construction systems, technologies, and finishing materials.
- Prepare and develop technical systems, regulations, specifications, standards, and work procedures related to projects, and update them according to changes, developments, and work needs.
- Prepare studies to unify and classify technical work references and engineering specifications in line with global requirements and best practices, and update databases related to project management.
- Study and review contractual claims for projects classified as complex, submitted by consultants/contractors, and provide appropriate comments and guidance to the direct supervisor for approval as needed.
- Study and review change orders for projects classified as complex, submitted by consultants/contractors, and provide appropriate comments and guidance to the direct supervisor for approval as needed.
- Study, review, and prepare memoranda and case files for lawsuits filed by or against the entity by contractors/consultants, and maintain the data and supporting documents related to the department's projects, in coordination with the department's sections.
- Prepare the papers necessary to apply for and obtain international/regional/local engineering awards; represent the entity at local and regional conferences and seminars related to architectural design works; and follow up on recommendations issued from external and internal conferences and seminars related to the work.
- Carry out all assigned tasks and responsibilities in accordance with the approved information security and confidentiality policy of the department and within the authority granted.
- Perform any other duties related to the nature of the work, as assigned.
Required
- Bachelor’s degree in Civil Engineering, Architectural Engineering, or a related discipline
- 8-10 years of experience in project management, including cost calculation, project performance evaluation, and technical advisory
- Proven experience conducting value-engineering studies and evaluating sustainable building systems, new technologies, and finishing materials
- Experience reviewing complex contractual claims, variation orders, and project documentation
- Proven ability to develop technical systems, specifications, standards, and work procedures
- Experience standardizing technical work guides in accordance with international standards

- Experience preparing award submissions and representing an organization at conferences
