Job summary

The Abu Dhabi Department of Culture and Tourism invites applications for a Technical Manager in the Project Management & Engineering function. You will oversee resource and knowledge management, maintain project management standards, and promote best practices while ensuring compliance with policies and internal controls.

Qualifications

  • Bachelor’s degree in Engineering or equivalent; Master preferred.
  • PM certifications (PMP or Prince2) preferred.
  • 5–7 years in project management, with 3+ years in a managerial role, preferably in Abu Dhabi.

Responsibilities

  • Ensure projects are staffed and resourced to meet targets and quality.
  • Maintain a project management library with templates, lessons learned, and best practices.
  • Promote knowledge sharing and cross‑functional collaboration.
  • Audit project management processes and ensure compliance with policies and controls.
  • Support Directors on procurement strategies, contracts, budgets, and risk management.

Role Purpose

Provide support in overseeing resource and knowledge management and strengthening governance across the Project Management & Engineering function by maintaining project management standards, promoting consistent application of best practices and lessons learned, and ensuring compliance with approved policies, processes, and internal controls through continuous monitoring, review and audit.

Key Responsibilities
Resource and Knowledge Management
  • Ensure that projects are appropriately staffed and resourced to achieve delivery targets and quality standards.
  • Develop and maintain a comprehensive project management library, including lessons learned, processes, workflows, templates, forms, and best practices.
  • Promote the use of the knowledge hub to drive consistency, knowledge sharing, and continuous improvement across the department
  • Act as the liaison between PM&E and other departments to align on priorities, resolve cross-functional challenges, and maintain transparency.
Projects Governance
  • Ensure projects execution is aligned with the defined and approved policies, processes, standards, and internal controls
  • Conduct a periodic review, refinement of the PM&E processes to ensure compliance with UAE and international standards
  • Conduct internal audit for Project Management & Engineering projects processes and documentation.
  • Report audit findings, develop corrective action plans, monitor implementation progress, and support the closure of identified gaps
  • Support Project Directors as required/requested on different aspects such as procurement strategies, contract management, budget monitoring, risk management, etc. to ensure seamless project execution and prevent operational disruptions
Shared Activity
  • Act as a role model and drive adherence to organizational values and ethics by reportees if any to foster a value driven culture within the organization
  • Manage and ensure effective implementation of functional policies, procedures and controls covering all areas of assigned activities so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service
  • Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction
  • Ensure that all reports are prepared timely and accurately and meet DCT requirements, policies and quality standards
  • Adhere to the DCT Occupational Safety and Health policy, regulations, and laws, and provide help to the Corporate EHS in executing the OSHMS.
  • Report any incidents, near misses, occupational illnesses, unsafe practices, and conditions immediately to the concerned person and participate in the investigation of OSH incidents, as required.
  • Support the creation of culture susceptible to change management through a ‘hands-on’ and ‘can-do’ approach to DCT’s new business opportunities, participating in the development of new initiatives, meeting planned targets, and demonstrating preferred high-performance behaviours

Qualifications
  • Bachelor’s degree (Master Preferred) in Engineering, Architecture, or equivalent preferred
  • Certification in Project Management Professional (PMP), Prince2 is preferred.
Experience
  • 5-7 years of Experience in project management preferably in Abu Dhabi with International PMC/Contractor or relevant role with at least 3 years of experience in a managerial position
Skills
  • Language:
  • Full professional English proficiency both in speaking and writing
  • Arabic bilingual desirable but not mandatory
  • Strong understanding of the cultural dynamics in the UAE and ability to work effectively with diverse teams
  • Exposure to mega/complex projects (≥ AED 1 billion)
  • Demonstrates high ethical standards and professional integrity in all interactions, ensuring compliance with organizational values, policies, and codes of conduct
  • Strong knowledge of project lifecycle management, construction methodologies, and contract administration
  • Ability to manage multiple stakeholders and resolve conflicts constructively
  • Proficiency in Microsoft Office tools & PowerBI, with the ability to analyze data, prepare detailed reports, and deliver impactful presentations
  • Strong verbal and written communication skills, with the ability to effectively present complex information to senior stakeholders and management
  • Knowledge of local and international best practices in design and construction, with a focus on quality, safety, and compliance
  • Solid understanding of local regulatory frameworks and statutory requirements related to design, construction, and project delivery
  • Ability to perform effectively under pressure, demonstrating sound judgment, resilience, and problem-solving skills in high-demand or challenging project environments
