Qualifications

• 15–20+ years in roads/infrastructure construction with leadership experience.
• Proven track record delivering large-scale infrastructure projects.

Responsibilities

• Provide strategic leadership for the delivery of the full roads and infrastructure project portfolio.
• Develop and implement project delivery strategies, policies, and procedures across all infrastructure projects.
• Lead, mentor, and manage project managers and their teams.
• Review and approve project execution plans, budgets, schedules, and resource plans.
• Monitor portfolio performance, risks, and financial health; direct corrective actions.
• Allocate resources across projects to meet priorities and commitments.
• Build and maintain relationships with clients, authorities, and stakeholders.
• Ensure compliance with contracts, regulations, and safety standards.
• Resolve high-level project issues, claims, and disputes; oversee commercial strategy.
• Support business development and tendering, including risk assessments and client presentations.

About the Role

SEE Engineering is seeking an accomplished Project Director – Infrastructure to lead our new roads and infrastructure portfolio in Sharjah. The Project Director will oversee the planning, execution, and delivery of all roads and infrastructure projects, ensuring they are completed on time, within budget, and to the highest quality and safety standards. The role provides strategic direction, leads project managers and cross-functional teams, and ensures alignment with organizational goals and client expectations.

Key Responsibilities

• Provide strategic leadership and direction for the delivery of the full roads and infrastructure project portfolio.


• Develop and implement project delivery strategies, policies, and procedures across all infrastructure projects.


• Lead, mentor, and manage project managers and their teams, ensuring the right resources and capabilities are in place.


• Review and approve project execution plans, budgets, schedules, and resource mobilization plans.


• Monitor portfolio performance, including progress, risks, and financial health, and direct corrective actions where required.


• Allocate and balance resources, plant, and manpower across projects to meet priorities and commitments.


• Build and maintain senior-level relationships with clients, consultants, government authorities, and key stakeholders.


• Ensure compliance with contractual obligations, regulatory requirements, and safety standards across all projects.


• Lead the resolution of high-level project issues, claims, and disputes, and oversee commercial and contractual strategy.


• Support business development and tendering, including bid reviews, risk assessments, and client presentations.


• Drive continuous improvement, value engineering, and best practice across the infrastructure division.


• Prepare and present regular reports on portfolio status, risks, and financials to executive leadership.

Required Skills and Abilities

• Strong knowledge of design, construction, and contract management, including FIDIC and other standard forms of contract.


• Excellent leadership, strategic thinking, and decision-making skills.


• Proficiency in project management tools (Primavera P6, MS Project, ERP systems).


• Ability to manage multicultural teams and large-scale contractor and subcontractor networks.

Education and Experience

• Bachelor’s degree in Civil Engineering; a Master’s in Engineering Management or an MBA is preferred.


• 15 to 20+ years of experience in roads, highways, and infrastructure construction, including at least 5 years in a leadership role.


• Proven track record of successfully delivering large-scale infrastructure projects.

Preferred Qualifications

• Professional engineering license (e.g., PE, Chartered Engineer) and PMP or equivalent project management certification.


• Experience on government and public sector infrastructure projects.


• Knowledge of Sharjah and UAE authority regulations and permitting processes (e.g., Sharjah Roads and Transport Authority, Sharjah Municipality, SEWA).


• Familiarity with international quality, safety, and environmental management systems (e.g., ISO 9001, ISO 14001, ISO 45001).

Work Environment

This is a senior leadership role based on our infrastructure projects in Sharjah, with regular engagement with clients, consultants, government authorities, and executive leadership. A professional corporate image and appropriate dress code are expected during client meetings and dealings. The role requires the ability to work with diverse nationalities and organizational cultures and to adapt to work pressure and demands as required. Due to work requirements, the Project Director may be assigned to projects in other Emirates or outside the UAE.
