Job summary

Tanqeeb is seeking an accomplished Project Manager to lead end-to-end planning, execution, and delivery of large-scale infrastructure programs in the UAE. You will coordinate multidisciplinary teams and manage budgets, schedules, and compliance with contractual requirements.

Applicants should bring 15–20+ years of heavy civil experience, UAE-specific credentials, and a track record with Tier-1 contractors. Strong leadership, technical, and communication skills are essential.

Qualifications

• Bachelor’s degree in Civil Engineering.
• 15–20+ years of heavy civil engineering and infrastructure construction experience.
• Minimum 7–10 years UAE experience, preferably with Tier-1 infrastructure/main contractors.
• Proven experience as a Lead Project Manager / Senior Project Manager on major infrastructure projects.
• Strong experience in: Roads and highways, Bridges and interchanges, Tunnels and underpasses, Earthworks and excavation, Wet and dry utilities, Deep trenching and infrastructure services.
• Practical knowledge of bridge construction methods including post-tensioning, precast, and in-situ construction.
• Strong knowledge of FIDIC contracts, claims, variations, cost control, and commercial management.

Responsibilities

• Ensure projects are delivered within approved budgets, timelines, quality standards, and contractual requirements.
• Coordinate the integration of civil works with wet and dry utilities.
• Take responsibility for project budgets, P&L, cost control, cash flow, and commercial performance.
• Work closely with Commercial and Quantity Surveying teams on forecasting, procurement, subcontractors, and cost management.
• Coordinate with UAE authorities such as RTA, DEWA, DM, ADM, SEWA, and other authorities for approvals and handovers.
• Lead senior-level progress meetings and provide clear project performance reports to management and clients.
• Ensure strict compliance with UAE HSE requirements, project specifications, and company standards.

Project Management & Execution

• Lead the end-to-end planning, execution, and delivery of major infrastructure projects.

• Manage projects involving highways, bridges, tunnels, underpasses, interchanges, earthworks, and utility networks.

• Lead multidisciplinary teams including Construction Managers, Project Engineers, QA/QC, HSE, Planning, and Commercial teams.

• Develop and monitor master project schedules, milestones, resources, and recovery plans.

• Ensure projects are delivered within approved budgets, timelines, quality standards, and contractual requirements.

• Coordinate the integration of civil works with wet utilities such as sewerage, stormwater, and potable water, as well as dry utilities.

Commercial & Contract Management

• Take responsibility for project budgets, P&L, cost control, cash flow, and commercial performance.

• Manage contracts in accordance with FIDIC requirements.

• Identify and manage variations, claims, contractual risks, and potential commercial exposures.

• Work closely with Commercial and Quantity Surveying teams on forecasting, procurement, subcontractors, and cost management.

Client & Stakeholder Management

• Manage relationships with clients, consultants, developers, subcontractors, and key project stakeholders.

• Coordinate with UAE authorities such as RTA, DEWA, DM, ADM, SEWA, and other relevant authorities.

• Ensure timely approvals, permits, NOCs, inspections, and project handover requirements.

• Lead senior-level progress meetings and provide clear project performance reports to management and clients.

Quality & HSE

• Ensure strict compliance with UAE HSE requirements, project specifications, and company standards.

• Promote a strong safety culture and maintain high standards of site safety.

• Ensure construction methodologies, materials, and workmanship meet approved quality requirements.

• Monitor project risks and implement corrective and preventive actions where required.

Desired Candidate Profile

• Bachelor’s Degree in Civil Engineering.

• 15–20+ years of experience in heavy civil engineering and infrastructure construction.

• Minimum 7–10 years of recent UAE experience, preferably with Tier-1 infrastructure/main contractors.

• Proven experience as a Lead Project Manager / Senior Project Manager on major infrastructure projects.

• Strong experience in:

• Familiarity with ERP systems such as SAP or Oracle.

• Strong leadership, negotiation, problem-solving, and decision-making skills.

• Excellent client, consultant, and stakeholder management skills.

• Strong written and verbal English communication skills.

• Arabic language skills are an advantage.

• PMP or equivalent project management certification is preferred.

• Professional membership/chartership with bodies such as ICE or ASCE is an advantage.

• A valid UAE Driving License is required.
