Role Context

The Principal Project Engineer will take ownership of major engineering scopes within offshore EPC projects and may assume Project Engineering Manager responsibilities on smaller or medium-size assignments. The position requires strong command of engineering coordination, commercial awareness, project controls, procurement interfaces, technical governance, and stakeholder communication. The role connects discipline engineering teams with Project Management, Construction, Fabrication, Procurement, Finance, and Project Controls. By maintaining clear responsibilities, disciplined communication, and proactive change management, the Principal Project Engineer will help ensure engineering deliverables support project schedule, cost, constructability, quality, and contractual objectives.

Key Responsibilities
  • Manage the engineering scope of assigned offshore EPC projects, project areas, functions, or major work packages.
  • Establish project engineering procedures that define technical requirements, responsibilities, review processes, and expected deliverable quality.
  • Ensure engineering outputs comply with contract documents, project specifications, applicable codes, and approved technical standards.
  • Translate contractual engineering requirements into clear execution priorities for multidisciplinary teams.
  • Develop and implement the Project Execution Plan for assigned engineering scope.
  • Incorporate multi-office execution requirements where project delivery involves multiple engineering centers.
  • Develop internal and external Division of Responsibility matrices.
  • Prepare Project Coordination Procedures defining interfaces, communications, responsibilities, and decision workflows.
  • Communicate project objectives, engineering priorities, milestones, and contractual requirements to discipline teams.
  • Provide direction to Engineering and Design Leads throughout project execution.
  • Coordinate technical activities across process, mechanical, piping, structural, electrical, instrumentation, and other engineering disciplines.
  • Maintain effective communication between disciplines to prevent interface gaps and conflicting design information.
  • Supervise and guide Project Engineers assigned to the project.
  • Lead engineering teams when assigned Project Engineering Manager responsibility.
  • Assemble and maintain Engineering Staffing Plans based on workload, project priorities, and execution strategy.
  • Monitor engineering resources and identify potential staffing constraints before they affect deliverables.
  • Manage technical execution in alignment with project commercial and business objectives.
  • Monitor engineering cost, schedule, quantities, and budget performance.
  • Coordinate with Project Controls to review engineering progress and forecast completion requirements.
  • Identify emerging schedule or cost concerns and recommend recovery or mitigation actions.
  • Manage engineering changes proactively throughout the project lifecycle.
  • Prepare and maintain Potential Change Notices where scope developments may affect contractual obligations.
  • Support technical evaluation of changes before implementation.
  • Coordinate with Project Management and commercial teams regarding engineering impacts of approved changes.
  • Prepare, review, and approve Technical Queries.
  • Review and approve Design Deviations and ensure appropriate technical justification is documented.
  • Prepare and approve responses to Requests for Information and other technical correspondence.
  • Document important engineering discussions, decisions, assumptions, and technical agreements.
  • Prepare, review, and approve meeting minutes covering engineering and interface matters.
  • Maintain internal and external action item registers and monitor closure.
  • Prepare and approve weekly and monthly engineering reports for management.
  • Maintain key Project Engineering documents throughout project execution.
  • Develop and update project equipment lists in coordination with relevant disciplines.
  • Review engineering progress with clients, project management, and discipline leads.
  • Coordinate technical interfaces with third parties, vendors, licensors, partners, and Certifying Authorities where applicable.
  • Work closely with Procurement Engineering teams to ensure technical requisitions and vendor documentation support project requirements.
  • Coordinate with Construction and Fabrication teams to address constructability and field execution requirements.
  • Support field teams in resolving engineering issues encountered during fabrication or construction.
  • Promote Safety in Design throughout engineering activities and technical decisions.
  • Participate in design reviews, constructability reviews, risk assessments, and technical workshops.
  • Identify complex engineering problems and coordinate multidisciplinary solutions.
  • Provide technical direction where multiple disciplines or project functions are affected.
  • Support proposal preparation for prospective EPC projects.
  • Review customer requirements during bid development and identify engineering execution risks.
  • Contribute to technical proposals, execution strategies, staffing assumptions, schedules, and contractual documentation.
  • Support projects involving both Brownfield revamp and Greenfield development scopes.
  • Apply practical field experience when reviewing design solutions for constructability and installation requirements.
  • Coordinate engineering execution across multiple offices under MOPEX arrangements.
  • Support execution within Joint Venture or Consortium structures where applicable.
  • Maintain clear working relationships between partner organizations and engineering functions.
  • Ensure completed engineering documentation is progressively prepared for project handover.
  • Lead orderly engineering closeout and archiving activities.
  • Review and approve project closeout reports.
  • Review Lessons Learned submissions and ensure relevant improvements are captured for future projects.
  • Provide input to company engineering procedures, work processes, and execution methods when requested.
  • Support other departments, sites, or fabrication yards when project priorities require reassignment.
  • Ensure proper handover when responsibilities transfer between personnel or project locations.
  • Provide assistance to other project teams when workloads and priorities require additional technical support.
Ideal Profile

The position is suited to a highly experienced project engineering professional with strong offshore EPC knowledge and the ability to lead complex multidisciplinary engineering execution with limited supervision.

  • Bachelor 's degree or Master 's degree in Engineering.
  • Minimum 10 years of proven EPC project engineering experience in offshore oil and gas projects.
  • 2-4 years of experience performing Project Engineering Manager responsibilities on a project.
  • Strong understanding of multidisciplinary engineering coordination.
  • Extensive knowledge of procurement engineering activities and vendor interfaces.
  • Demonstrated ability to manage engineering deliverables across multiple disciplines throughout the project lifecycle.
  • Strong understanding of offshore detailed design engineering codes and standards.
  • Experience with Brownfield revamp projects and Greenfield developments.
  • Field assignment experience within construction, fabrication, installation, or related project environments.
  • International project experience is preferred.
  • Practical experience with multi-office engineering execution.
  • Experience working within Joint Venture or Consortium project structures is advantageous.
