Job Summary
The HR & Admin Executive will be responsible HR and office administration for Dubai entity. This is a mid-level individual-contributor role - the person needs enough hands-on HR and admin experience to own this independently with light remote guidance from the Regional HR Manager, not to be developed from scratch.
Key Responsibilities
- Office setup & facilities (initial priority, alongside HR ops below) Source and help secure Dubai office space, coordinate with landlords/agents/authority on lease and licence requirements.
- HR operations – employee lifecycle Own and maintain the employee database: personal records, contracts, and documentation for all Dubai-based staff. Draft, issue, and file employment contracts and any contract amendments. Prepare and submit work permit and residence visa documentation for expat employees, working with the free zone authority and GDRFA/ICP (as applicable); coordinate medical typing, Emirates ID, and visa stamping through to completion.
- Office operations & admin Run day-to-day office administration: filing, document control, record-keeping, and correspondence for the Dubai entity (this remains a heavy paperwork/admin workload). Track renewal dates for trade licence, visas, Emirates IDs, and other statutory documents, and flag deadlines in advance. Manage office supplies, vendor relationships, and basic facilities upkeep once the office is running.
- Employee engagement & benefits Plan and run employee engagement activities for the Dubai team (team events, recognition, internal communications). Administer employee benefits (e.g. medical insurance, leave, allowances) and act as the first point of contact for employee questions.
- HR policy Support the Regional HR Manager in developing and rolling out Dubai-specific HR policies once the entity and team are established.

Qualifications
- 2 - 4 years of hands-on HR operations and/or office administration experience in the UAE, at mid-level (executive) - this is not an entry-level or fresh-graduate role.
- Fluency in English is required
- Working knowledge of the free zone authority's processes, GDRFA/ICP, and UAE labour law basics.
- Comfortable owning both HR admin (contracts, employee records, visas) and general office/paperwork admin in one role.
- Independent and proactive - able to run the Dubai office and HR operations with light remote guidance from the Regional HR Manager, including taking the lead on office setup.
- Strong written and spoken English; Arabic is a plus given the authority-liaison workload.
- Nice-to-have Direct PRO (Public Relations Officer) experience or hands-on experience preparing UAE work permits/visas.
- Comfortable tracking timesheets, attendance, and leave records, and preparing basic inputs for payroll - this role will not run payroll directly (expected to stay with an external provider), so familiarity is enough; hands-on payroll processing is not required.
- Background in Legal & Operations - contract administration, statutory filings, licence and compliance tracking.
- Experience running employee engagement programs or benefits administration.
- Experience supporting an office setup/move, or working in a free zone environment (e.g. RAKEZ, DMCC, other UAE free zones).
