The Monitoring and Evaluation Specialist is responsible for supporting the design development implementation and continuous improvement of monitoring and evaluation frameworks methodologies tools and performance measures across Sharjah Government Nurseries and the Academy The role conducts and supports comprehensive evaluations analyses performance data and evidence identifies strengths gaps risks trends and areas for improvement and provides evidence-based recommendations to enhance quality and organizational performance The Specialist works closely with nursery management and relevant stakeholders to monitor improvement plans and corrective actions evaluate programmes and initiatives and contribute to a culture of continuous improvement and evidence-based decision-making
Key Responsibilities
- Design develop and continuously improve monitoring and evaluation frameworks methodologies tools and assessment approaches for evaluating nursery performance
- Conduct comprehensive monitoring and evaluation activities across nurseries in accordance with approved methodologies standards and organizational requirements
- Monitor key performance indicators and other relevant measures relating to quality performance and continuous improvement
- Identify collect validate and analyse qualitative and quantitative data required for monitoring and evaluation activities
- Analyse evaluation findings and supporting evidence to identify strengths performance gaps risks trends and areas requiring improvement
- Prepare comprehensive evaluation reports findings recommendations and management summaries to support informed decision-making
- Provide clear and constructive feedback to nursery management and relevant stakeholders following monitoring and evaluation activities
- Support the development and monitoring of improvement plans and corrective actions arising from evaluation findings
- Follow up on the implementation and effectiveness of agreed improvement actions and identify areas requiring further intervention or support
- Coordinate with the Standards and Compliance function regarding relevant audit inspection compliance and standards-related findings where required
- Conduct specialized evaluations of programmes projects initiatives or specific areas of nursery performance
- Develop and enhance monitoring tools evaluation instruments templates checklists and data-collection mechanisms
- Conduct and support periodic surveys including parent and staff satisfaction surveys and analyse the results to identify trends and improvement opportunities
- Identify and document good practices successful approaches and areas of excellence across nurseries and support the sharing of relevant learning
- Support evidence-based decision-making by presenting accurate objective and meaningful evaluation findings and recommendations
- Maintain accurate and organized evaluation records evidence reports working documents and supporting information
- Ensure the confidentiality integrity and appropriate handling of monitoring and evaluation data throughout collection analysis reporting and storage
- Maintain awareness of developments and best practices in monitoring evaluation educational quality and performance measurement and recommend appropriate enhancements to existing methodologies and tools
- Contribute to continuous improvement initiatives relating to nursery quality performance educational outcomes training and parent satisfaction
- Work collaboratively with relevant departments nursery teams and stakeholders to support effective implementation of monitoring and evaluation activities
- Perform other related duties within the scope of the role as assigned by the Data Quality and Performance Department
Bachelor s degree in Education, Educational Management, Quality Management, Evaluation, or a related relevant field. A postgraduate qualification in education, quality, monitoring and evaluation, or a related discipline would be an advantage. Professional training or certification in Monitoring and Evaluation, Quality Assurance, Performance Management, Data Analysis, or a related area is preferred. Minimum of 5 years of relevant professional experience, preferably within the education, early childhood, quality, monitoring and evaluation, or performance-management environment. Relevant practical experience in monitoring, evaluation, quality assurance, performance measurement, or educational improvement is required. Experience in designing or applying evaluation frameworks, methodologies, indicators, and assessment tools is preferred. Experience in analysing qualitative and quantitative data and translating findings into clear reports and improvement recommendations. Experience preparing reports and presenting evaluation findings to management and relevant stakeholders. Experience within early childhood education, nurseries, government, or the public sector would be an advantage.
