Job summary

GSMA seeks a Policy Director to lead programmes in the MENA region from Dubai with flexible working arrangements. The role combines policy development, technology orientation, and stakeholder engagement across GSMA initiatives.

Reporting to the Head of MENA, you will drive regional planning, manage delivery against KPIs and budgets, and coordinate with member organisations. Travel will be required as needed. This is a senior, international role requiring deep technical and policy expertise.

Qualifications

• Relevant telecoms experience essential (operator or vendor).
• Strong technical plus commercial understanding.
• Fluent in English; Arabic and/or French an advantage.
• Proven track record of proposition development and influencing.
• Strong writing, messaging, leadership and narrative development.
• Experience in international environments, ideally MENA/SSA.
• Advanced knowledge of MS Office (Excel, Word, PowerPoint).
• Experience working with multiple stakeholders in a matrix structure.
• Willingness to travel as required.

Responsibilities

• Lead industry engagement and projects on spectrum and policy matters in the region.
• Manage Working Group and Regional Interest Group activity.
• Engage with member leadership in the region.
• Contribute to regional business planning and budget delivery.
• Deliver against HQ KPIs and regional budgets; provide corrective actions when needed.
• Foster consultation, communications and relations across GSMA and member organisations.
• Line and performance manage the regional team.
• Collaborate with stakeholders and support a collaborative approach.
• Model GSMA values and ensure policy compliance.
