Cigna Healthcare in Dubai is seeking a Head of Transformation to lead end-to-end transformation across MEA. You will drive operating model redesign, technology and data modernization, and regulatory readiness, while managing a multi-year portfolio and partnering with executive leadership to deliver measurable value.

The role demands hands-on leadership, strong stakeholder engagement, and a track record of delivering complex programs in regulated environments.

Qualifications

• Bachelor's degree required; MBA/Masters preferred.
• Demonstrated experience leading transformation at scale in regulated multi-market environments; healthcare insurance or adjacent regulated industries strongly preferred.
• Proven enterprise transformation track record including Agile SAFe adoption across business and technology.

Responsibilities

• Define and continuously re-prioritize the MEA transformation roadmap with explicit accountability for sequencing initiatives based on regulatory urgency and delivery capacity.
• Oversee Transformation Office including Lean Portfolio Management; ensure value streams are defined, funded, and sequenced across MEA.
• Institute agile, product-led operating models to improve time-to-market and delivery predictability.
• Own benefits realization tracking with explicit linkage to financial, operational and regulatory outcomes.
• Ensure all transformation initiatives align with MEA regulatory requirements with clear remediation plans and executive escalation.
