Job summary

The Roads and Transport Authority in Dubai seeks a senior professional to direct the lifecycle of RTA’s owned and leased vehicle fleet, aligning with policy, sustainability goals, and international best practices.

You will lead governance, oversee fleet systems and contracts, and drive continuous improvement in asset reliability, maintenance, and performance metrics, ensuring optimal utilization and service delivery across the organization.

Qualifications

• Bachelor’s degree in business administration, mechanical engineering, or fleet management.
• Master’s degree in business administration, logistics, or supply chain management.
• Certifications such as Project Management Professional (PMP) or Certified Supply Chain Professional (CSCP).
• 9+ years of experience with a Master’s degree, or 11+ years with a Bachelor’s degree.

Responsibilities

• Establish governance and management frameworks for RTA’s owned and leased vehicles, ensuring compliance with policies and regulatory mandates.
• Develop environmental-sustainability and asset-reliability performance indicators (e.g., MTBF) and benchmark against leading organizations.
• Approve vehicle purchasing studies and present recommendations to senior leadership for strategic alignment.
• Manage the full lifecycle of RTA owned and leased vehicles including registration, insurance, maintenance, and decommissioning.
• Review preventive and corrective actions from contractors, ensuring SLA alignment with standards.
• Oversee scope of work for leased vehicles and ensure SLA adherence across contractors.
• Review leased vehicle tracking records for utilization and compliance.
• Lead improvements to maintenance processes aligning with MTBF performance reviews.
• Drive integration of sustainability practices and analytics into fleet-management policies.

Job description

Job Purpose:

• Direct and govern the lifecycle of RTA’s owned and leased vehicle fleet, ensuring alignment with organizational policies, environmental sustainability goals, and international best practices.
• Lead strategic oversight, governance, and continuous improvement of fleet systems, contracts, and service delivery to optimize performance and asset reliability. Manage vehicle impoundments yards, auctions, and heavy vehicle parking facilities along with vehicle and other mobility storage area.

Roles & Accountabilities:

Strategy

• Establish governance and management frameworks for RTA’s owned and leased vehicles, ensuring compliance with policies, SOPs, and regulatory mandates.
• Develop and monitor environmental-sustainability and asset-reliability performance indicators (e.g., Green-Economy KPIs, MTBF), benchmarking against leading organizations and embedding continuous improvement initiatives.
• Approve and oversee vehicle purchasing studies, presenting recommendations to senior leadership and relevant stakeholders for strategic alignment.

Operations

• Manage, supervise, and oversee the full lifecycle of RTA owned and leased vehicles, including registration, insurance, corrective and preventive maintenance, and end‑of‑life decommissioning.
• Review and approve preventive and corrective actions from contractors, ensuring alignment with RTA’s service standards and stakeholder requirements.
• Oversee the execution of scope of work for leased vehicles and ensure SLA adherence across contractors.
• Review leased vehicle tracking records (location, time, usage) to validate optimal utilisation and compliance.

Product / Process Improvement

• Observe and continuously refine fleet‑management system implementation, ensuring integration of asset data from registration through decommissioning.
• Review and update fleet asset information in MAXIMO to ensure accuracy, traceability, and compliance with approved RTA policies.
• Lead improvements to preventive and corrective maintenance processes, aligning with Mean Time Between Failure (MTBF) performance reviews.
• Oversee contract frameworks and service‑delivery mechanisms, implementing corrective actions and validating SLA compliance.
• Drive integration of advanced sustainability practices and performance analytics into fleet‑management policies and procedures.

Job Qualification and Requirements :

Education:

• Bachelor’s degree in business administration, mechanical engineering, or fleet management; master’s degree in business administration, logistics, or supply chain management
• Certifications such as Project Management Professional (PMP), Certified Supply Chain Professional (CSCP)

Experience:

• 9+ years in case of Master's degree (11+ years in case of Bachelor’s degree).
