Job summary

Modon is seeking a Manager – PMO in the United Arab Emirates to lead the enterprise PMO, shape portfolios, and drive value through structured governance and cross-functional delivery. You will translate strategy into funded roadmaps, align sponsors, and oversee complex initiatives from discovery to realization.

Candidate profile includes 8–12 years in product/project management, strong governance, and experience with Agile/hybrid delivery.

Qualifications

  • Bachelor's degree in Business Administration, Engineering, Project Management, IT, Computer Science, Data Science, Business Analytics or related field; Master's degree preferred.

Responsibilities

  • Define product visions and multi-year roadmaps; lead structured discovery to validate needs; develop and challenge business cases and investment options; maintain transparent, value-based prioritised roadmaps and backlogs.
  • Executive Stakeholder Leadership & Governance: Build trusted relationships with executives and sponsors; lead steering committees and governance reviews; navigate ambiguity and resolve conflict; establish clear decision rights and hold stakeholders accountable for commitments.
  • End-to-End Project Delivery: Lead complex strategic, digital, operational and capital initiatives from mobilization to handover and adoption; select delivery approach; translate objectives into requirements and scope baselines; govern milestones, dependencies, risks and change control.
  • Manage interdependencies and sequencing across products and projects; own budget planning, CAPEX/OPEX control and variance management; forecast capacity and resource needs; manage vendors and consultants against outcomes and SLAs.
  • Lead and mature the enterprise PMO as the central governance and assurance function; maintain an enterprise-wide portfolio view; define KPIs and benefits measures; use delivery data to anticipate risk and drive recovery action; provide executives a single, reliable view of portfolio health.
  • Develop and maintain the enterprise risk framework, appetite and escalation thresholds; facilitate risk assessments and maintain the corporate risk register; integrate risk insight into strategic and investment decisions with executive reporting.
  • Adoption, Benefits Realization & Capability Building: Partner with business owners on change, readiness and training; establish benefit baselines and track realized value; lead post-implementation reviews; mentor project managers and product owners to build enterprise delivery capability.

Job description

The Operational Excellence team drives enterprise transformation, continuous improvement, business excellence, QHSE, ESG, regulatory compliance, enterprise risk and technology-enabled change, translating corporate priorities into measurable business outcomes.

THE ROLE

The Manager – PMO is a strategic leadership role responsible for shaping product and initiative direction, leading the enterprise PMO, and embedding enterprise risk management across strategic planning and execution. The role translates enterprise priorities into governed portfolios and investable roadmaps, and leads complex cross-functional delivery from discovery through implementation, adoption and benefits realization.

Operating with significant autonomy, the role is the governance, assurance and execution engine that turns strategy into delivered results — advising sponsors, challenging assumptions, resolving competing priorities and creating alignment across assets, corporate functions, technology teams and external partners. It is accountable for delivery to scope, time and budget, and for ensuring measurable strategic, operational, financial and customer outcomes.

KEY RESPONSIBILITIES

Define product visions and multi-year roadmaps; lead structured discovery to validate needs; develop and challenge business cases and investment options; maintain transparent, value-based prioritised roadmaps and backlogs.

Executive Stakeholder Leadership & Governance

QUALIFICATIONS

PMP, PRINCE2 Practitioner or MSP certification strongly preferred; Agile/Scrum certification (CSPO, CSM, PMI-ACP) desirable; Lean Six Sigma Green/Black Belt and a risk certification (RIMS CRMP, IRM, ISO 31000) advantageous.

EXPERIENCE & COMPETENCIES

8–12 years of progressive experience across product management, project/programme delivery, enterprise PMO, strategy execution or transformation. Substantial experience establishing or maturing an enterprise-level PMO, including intake, prioritization, governance and benefits management. Demonstrated enterprise risk management experience, including risk frameworks, risk register oversight and executive reporting. Proven delivery of multi-million-dirham initiatives in a matrixed environment; real estate, asset management or infrastructure experience highly desirable.

Strong executive influence and matrix leadership across HR, Finance, Procurement, IT, Legal and business assets without direct authority; commercial acumen and change leadership. Skilled in product vision, discovery, roadmap and backlog governance; advanced Agile/hybrid/Waterfall delivery; strong analytical judgement using PPM and BI tools (MS Project, Primavera P6, Planview, Smartsheet, Jira, Azure DevOps, Power BI). Strategic thinking, executive communication, sound judgement under uncertainty, accountability and resilience, and a coaching, outcome-focused leadership style.
