Job summary

Smiths Group in the UAE seeks a senior PMO leader to establish and guide a PMO center of excellence across SDME projects, aligning with best practices. The role drives governance, dashboards and KPI reporting to SDME leadership, and supports major business transformation initiatives from concept to delivery.

You will oversee PMO processes, ensure financial controls, and mentor project coordinators to ensure timely, on-budget outcomes across programs.

Qualifications

• Bachelors degree in a technical field (engineering, CS) is desired.
• PMI or equivalent project management certification is desired.
• Proficient in Primavera 6, AutoCAD and MS Office; SAP is advantageous.

KEY PURPOSE OF THE ROLE

• Establish and lead a center of excellence for program management Office based on best-practice methodologies and metrics for program management office (PMO).

• Develop andmaintainprogram management policies and methodologies framework to be adopted across SDME projects and programs

• Responsible for providing andmaintainingprogram dashboards for accuracy andtimelyreporting to SDME leadership for allprograms.

• Assistingwith the support and delivery of significant Business Transformation / Business Change Projects Program and Project Portfolios from concept tocompletion.

• Provide effective and efficient support services to SDME programs to deliver on time on cost on configuration on quality includinga central pointof consolidation for program shared information and documentation available among the PM functions.

• Process and Quality Assurance - manages the continuous improvement of PMO processes and procedures (i.e.updating and maintenance of the handbook); ensures adherence to PMO processes;identifiesand monitors PMO success metrics.

• Financial Management - administers and reports all program finances; serves as a liaison to internalfinancial management which supplies controls and interprets corporate financial policy.

• Provides program level KPIs on monthly basis to all program managers and management tomonitorand audit the financial performance and impact of each project and assesses the financial status and progress.

• Collaborates with the finance department and various functional managers to ensure project budgets are properly estimated and controlled; provide overall financialrecommendations anddevelop controls and measurements tomonitorprogress.

• Responsible for monitoring project performance and trends including variance reporting.

• Responsible for keeping program managers informed of impacts to project budgets and forecasts

• Manage customer sales orders COMSheetsand contract administration for SDME programs.

• Oversee track and report on SDME program portfolio to support SDMEleadershipsdecision making.

SUMMARY OF ESSENTIAL FUNCTIONS:

• Develops andmaintainsthe strategic direction of the PMO unit including its strategicobjectivesin line with the program departments and SDMEs overall strategy

• Oversees project initializationplanningand execution across all programsin accordance withPMO scope and strategicobjectives

• Coach and mentor new and existing Project coordinatorProject Managerson project deliverymethodology.

• Supervising and leading the program and project staff to oversee the impacts and interdependencies between programs and working to ensure initiatives meet the goals andobjectivesof the executive leadership team

• Monitors progress andpreparesperiodic reports on overall performance and progress of SDME program portfolio and reports to management

• Ensures thetimelyeffectiveand efficient provision of program management supporting services to SDME programs for:

• Scheduling scoping budgeting risk identification and validation reporting communication and coordinationtrendand variance analyses

• Effective and efficient customer sales order management and contract administration

• Contractual program execution coordination and customer interface in the program production phase

• Responsible for reporting revenue program gross margin for all programs by analyzing actual vs. planned for revenue direct labor hours including over time BOMlogisticscost OPEXNRCand CAPEX.

• Supports all program managers in financial forecasting and responsible for reviewing and/or resolving discrepancies or inconsistencies that could affect the accuracy of forecasting.

• Maintain a proper anduser friendlyfiling and document control system for recording and tracking of all documents for the project team and department

• Conduct in-depth internal reviews of organizational PMO maturity andestablishroad maps that drive the company toward high-level PMO success.

• Ensures thetimelyavailability and adequate skill level of project coordinators assigned to the integrated project teams or the sustainment program lead in the production phase

• Measures the compliance and adherence to PMO processes andcomes up withimprovement strategies and actionable plans.

• Presents recommendations to the PD in relation to staffing allocation optionsin accordance withthe resource management process

• Administers the risk management process across all programs monitors risks across the portfolio and ensures response plans are in place at program and corporate level to mitigate program and portfolio risks

• Oversees program documentation management and theup-to-datemaintains repository of key project information

• Ensures the collection of international standards best practices etc. and sharing with the program managers PMO team and supporting functions

• Provides advisory input to SDME leadership in relation to program and portfolio management

• Ensures the development of corporate program management standards and methodologies and design of procedures toolstemplatesand systems

• Ensures standardization mechanisms across programs and providesfacilitatesadoption by program managers of program management processes andmethodologiesand provides feedback and coaching on alignment and compliance with SDMEs approved practices

• Responsibility and Accountability as defined in the PMO RACI & Skills Matrix including authority .

Qualifications :

POSITION REQUIREMENTS:

Education/Training: Bachelors Degreein a technical field (e.g. engineering computer science) is desired

Project Management Certification (PMI or equivalent) is desired

Proficient in Project Management software (Primavera 6) AutoCAD MS Office applications (Excel Words andPowerpoint) isa mustand experience in using SAP software isadvantageous
