Job summary

The Department of Economy and Tourism seeks a Manager, Excellence Program to lead DET's DGEP-aligned initiatives. You will drive development, implementation, and coordination of excellence activities, foster a culture of high performance, and ensure program alignment with government standards across internal processes and stakeholder engagements.

Qualifications

• Bachelor's degree in Business Administration, Quality Management, or related field; MBA preferred.
• Certifications in PM/QA or Lean Six Sigma are advantageous.
• 8+ years in managing excellence or awards programs, especially in government-like environments.

Job Objective

The Manager, Excellence Program is responsible for managing, developing, implementing, and coordinating DET's excellence initiatives, particularly in alignment with the Dubai Government Excellence Program (DGEP). This role focuses on managing and developing the coordination of program engagements, enhancing internal processes, and fostering a culture of excellence throughout DET.

Core Functional Responsibilities & Subject Matter Expertise

• Manage, develop and implement Plans for the Excellence Program that align with DET's broader quality and performance objectives.
• Manage and develop the coordination of engagements with key stakeholders of the DGEP to ensure seamless integration and understanding of program requirements.
• Regularly develop and communicate excellence-related information, such as announcements and workshops, to foster a work environment conducive to excellence.
• Provide support and guide business owners across DET through the complexities of DGEP requirements, ensuring thorough preparation for participation.
• Conduct DET's self-assessment processes to accurately reflect organizational strengths and areas for improvement in alignment with DGEP criteria.
• Continuously review excellence programs and monitor compliance of DET's strategic and operational services with their requirements.
• Provide comprehensive support for the preparation and submission of documentation, and manage field visits by DGEP personnel to optimize each interaction for success.
• Conduct in-depth analyses of evaluation reports from the DGEP and coordinate the development of detailed management and executive reports to highlight DET's achievements and areas for improvement.
• Utilize insights from performance data strategically to guide future enhancements in DET's participation and outcomes in the DGEP.
• Manage the repository of awards and certifications obtained from the DGEP, meticulously maintaining it to accurately reflect current achievements.
• Leverage technology to enhance the tracking and management of the Excellence Program, including the development of digital tools that simplify the submission and review of compliance and excellence documentation.
• Manage the budget for the Excellence Program, ensuring resources are allocated efficiently and expenditures are aligned with organizational priorities.

Qualifications & Experience

• Bachelor's degree in Business Administration, Quality Management, or a related field. MBA is highly preferred.
• Professional Certifications in Project Management Professional(PMP), ISO Lead Auditor, ASQ Certifications, IASSC Certified Lean Six Sigma, CQI and IRCA Certified Training, or Certified Manager of Quality/Organizational Excellence (CMQ/OE), are advantageous.
• Minimum of 8 years' experience in managing excellence or awards programs, particularly within a governmental or highly regulated environment.
• Experience in planning and execution, particularly in aligning programs with organizational goals to achieve high standards of excellence.
• Experience in coordinating with stakeholders involved in excellence programs, including understanding and advising on program requirements.
• Ability to guide and support business owners across the organization in preparing for participation in excellence programs.
• Experience in organizing and participating in assessments and field visits by program evaluators.

Knowledge and experience with the Dubai Government Excellence Program (DGEP) or similar frameworks, including participation in awards programs and management of self-assessment processes in line with excellence criteria.
