JOB TITLE: MANAGER - ESTIMATION
This role is based in Sharjah.
KEY RESPONSIBILITIES:
- Supports the Commercial and Proposals teams by leading the development of accurate, competitive and risk-based cost estimates and pricing models across pre-award activities. Owns the bid costing process and coordinates cross-functional inputs to ensure compliant and commercially robust tenders.
- Own the end-to-end bid costing process, including estimate development, pricing strategy, cost consolidation and submission support.
- Review ITT documentation, scopes of work, schedules and commercial requirements to develop robust and competitive estimates.
- Identify, assess and quantify commercial, contractual, execution, schedule and market risks, ensuring appropriate risk allowances and mitigation strategies are incorporated into bid pricing.
- Coordinate estimating inputs across Engineering, Operations, Supply Chain, Commercial, Finance, Tax, Legal, Insurance and intercompany stakeholders.
- Obtain, evaluate and benchmark subcontractor and supplier quotations to ensure technically compliant and commercially competitive pricing.
- Develop estimate basis memorandums, pricing assumptions, exclusions, clarifications and qualifications.
- Prepare estimate summaries, risk assessments, pricing recommendations and supporting documentation for bid reviews and approval packs.
- Support proposal strategy development, value engineering initiatives and identification of commercial opportunities.
- Maintain estimating tools, unit rates, cost models, historical databases and lessons learned to continuously improve estimating accuracy and efficiency.
- Support client clarifications, negotiations, bid updates and post-bid discussions as required.
- Provide estimating support to active projects and capture project performance data to enhance future estimate development.
ESSENTIAL QUALIFICATIONS AND SKILLS:
- Degree or equivalent experience in Quantity Surveying, Engineering, Construction Management, Commerce or a related discipline.
- Significant estimating experience within the energy, engineering, construction or industrial services sectors.
- Strong understanding of cost estimation, pricing methodologies, bid governance and commercial risk assessment.
- Experience coordinating multidisciplinary and geographically dispersed teams to develop complex estimates.
- Advanced analytical, commercial and financial acumen with strong attention to detail.
- Experience in Operations & Maintenance (O&M), brownfield modifications, greenfield developments and well services/projects is highly desirable.
- Experience with EPC, EPCm, maintenance, shutdown/turnaround and integrated services contracts is advantageous.
- Strong communication, stakeholder management and presentation skills, with the ability to present estimates and recommendations to senior management and approval committees.
