Job summary

Target Engineering Construction Co LLC in the UAE seeks a Lead HSE Engineer to develop, implement, and oversee HSE systems across major EPC oil and gas projects, acting as advisor to project management to ensure safety and regulatory compliance.

You will lead HSE plans, risk assessments, audits, and training, drive KPIs, and ensure ISO 45001/14001 standards and client requirements are met, with a focus on operational excellence and safety leadership.

Qualifications

• Minimum 15 years of HSE experience, including significant exposure to EPC oil & gas projects.
• Bachelor's Degree in Engineering or any related field
• Experience with international HSE standards (OSHA, ISO 45001/14001) and client requirements.

Responsibilities

• Lead the development and implementation of HSE Plans, Risk Assessments, Method Statements, PTW systems, and emergency response procedures.
• Oversee HSE performance across multi-disciplinary EPC teams, contractors, and subcontractors.
• Conduct site audits, inspections, incident investigations, and root cause analyses.
• Ensure project compliance with international HSE standards (OSHA, ISO 45001/14001) and client requirements.
• Facilitate HSE meetings, toolbox talks, training programs, and safety campaigns.
• Monitor HSE metrics, KPIs, and performance trends, providing regular reports to project leadership.
• Drive proactive safety initiatives to reduce hazards and ensure operational excellence.

As the Lead HSE Engineer, you will be responsible for developing, implementing, and overseeing all Health, Safety, and Environmental systems across major EPC oil and gas projects. You will serve as a key advisor to project management, ensuring that all site activities are executed safely, efficiently, and in line with international standards and regulatory requirements.
