Job summary

Target Engineering Construction Co. LLC in the United Arab Emirates is seeking an experienced Lead Civil & Structural Engineer to lead and manage civil and structural engineering activities across major EPC projects in Oil & Gas, Civil, Marine, Power, and Industrial Plant sectors.

This senior leadership role provides technical direction, ensures safe, on-time delivery within budget, and upholds the highest quality standards across projects in the region.

Qualifications

• Minimum 15 years of experience in civil and structural engineering within Oil & Gas, EPC, Civil, Marine, Power, or Industrial Plant projects.
• Minimum 5 years in a leadership role managing multidisciplinary engineering and construction teams.
• Proven experience delivering large-scale EPC projects from engineering through commissioning.

Responsibilities

• Develop and review civil construction methodologies, work sequences, and execution strategies.
• Monitor construction progress and ensure compliance with approved drawings, specifications, and schedules.
• Optimize manpower, equipment, and resource allocation for civil works.
• Conduct site inspections and ensure adherence to construction standards and project requirements.
• Resolve complex site issues and provide practical engineering solutions.
• Lead, mentor, and provide technical guidance to civil engineers, site engineers, and supervisors.
• Review and approve engineering calculations, drawings, and design modifications.
• Drive value engineering initiatives to improve project efficiency, quality, and cost performance.

We are seeking an experienced Lead Civil & Structural Engineer to lead and manage civil and structural engineering activities across major EPC projects within the Oil & Gas, Civil, Marine, Power, and Industrial Plant sectors. This is a senior leadership position responsible for providing technical direction, ensuring successful project execution, and delivering projects safely, on time, within budget, and to the highest quality standards.

YOUR ROLE

As a Lead Civil and Structural Engineer you will have the following key responsibilities including but not limited to:

• Develop and review civil construction methodologies, work sequences, and execution strategies.
• Monitor construction progress and ensure compliance with approved drawings, specifications, and schedules.

Technical & Engineering Leadership

• Lead, mentor, and provide technical guidance to civil engineers, site engineers, and supervisors.
• Review and approve engineering calculations, drawings, and design modifications.
• Ensure constructability of designs and resolve field engineering challenges.
• Drive value engineering initiatives to improve project efficiency, quality, and cost performance.
• Ensure compliance with applicable codes, standards, and client specifications.

Quality Assurance & Control

• Ensure all civil and structural works meet project quality requirements and approved procedures.
• Coordinate inspections, testing, and approvals with QA/QC teams.
• Monitor construction quality and implement measures to prevent rework.
• Review NCRs and ensure timely implementation of corrective actions.

HSE & Regulatory Compliance

• Ensure compliance with project HSE requirements and regulatory standards.
• Lead civil construction risk assessments and safety reviews.
• Promote a strong safety culture across project teams and subcontractors.
• Participate in audits and implement corrective and preventive actions.

Stakeholder Management

• Coordinate with Project Planning, Procurement, Stores, Engineering, QA/QC, and HSE teams.
• Liaise with clients, consultants, subcontractors, and regulatory authorities.
• Participate in client meetings, inspections, technical reviews, and progress discussions.
• Ensure subcontractors comply with project specifications, quality, and safety requirements.

Documentation & Reporting

• Prepare and review daily, weekly, and monthly construction progress reports.
• Maintain records relating to inspections, quality audits, NCRs, and corrective actions.
• Support project close-out documentation, as-built packages, and handover activities.
• Identify project risks related to schedule, quality, safety, and constructability.
• Develop mitigation plans and provide proactive solutions to project challenges.
• Support project leadership in minimizing delays and cost overruns.

WHAT WE’RE LOOKING FOR

Experience

• Minimum 15 years of experience in civil and structural engineering within Oil & Gas, EPC, Civil, Marine, Power, or Industrial Plant projects.
• Minimum 5 years in a leadership role managing multidisciplinary engineering and construction teams.
• Proven experience delivering large-scale EPC projects from engineering through construction and commissioning phases.

Education / Training / Certifications

• Bachelor's Degree in Civil Engineering (Master's Degree preferred).
• Professional Engineer (PE), Chartered Engineer (CEng), or equivalent certification preferred.
• Strong expertise in civil and structural engineering principles, materials, and construction methodologies.
• Thorough understanding of international codes, standards, and regulatory requirements.
• Proficiency in engineering and project management software such as: STAAD Pro, AutoCAD, Primavera P6. BIM Platforms
• Excellent analytical, problem-solving, and decision-making skills.
• Strong leadership, communication, and stakeholder management abilities.
