Job summary

VaporVM Ltd. is seeking an experienced Lead Future Foresight & Strategic Planning Consultant to lead strategic foresight initiatives for government entities in the United Arab Emirates.

The role requires expertise in scenario planning, trend analysis, and performance management to translate foresight into actionable government strategies. Ideal candidates will hold a Master’s degree (PhD preferred) with 8–15 years of relevant experience, including 5–8 years in UAE government projects.

Qualifications

• Master’s degree in Strategic Foresight, Public Policy, Strategic Planning, or a related field.
• PhD in a relevant discipline is preferred.
• 8-15 years of professional experience in future foresight and strategic planning.
• At least 5-8 years of experience in the United Arab Emirates delivering foresight projects with leading government entities.
• Proven experience in scenario development, trend analysis, foresight frameworks, and government-level strategic initiatives.
• Demonstrated experience in performance management, KPI development, and translating foresight findings into actionable strategies.

Responsibilities

• Lead future foresight and strategic planning projects for government entities in line with UAE guidelines.
• Identify emerging trends, drivers of change, weak signals, and potential disruptions.
• Develop future scenarios and long-term outlooks to support informed decision-making.
• Prepare and lead the development of foresight strategies, roadmaps and recommendations.

• Develop, review and monitor KPIs to measure foresight initiatives.
• Facilitate foresight workshops and stakeholder consultations with senior officials.

This role involves identifying emerging trends and potential disruptions, developing future scenarios, and translating foresight insights into actionable strategies that support long-term government planning and decision-making.

Key Responsibilities

• Lead future foresight and strategic planning projects for government entities, ensuring alignment with UnitedArab Emirate Federal Government Future Foresight Guidelines.
• Identify and analyze emerging trends, key drivers of change, weak signals, and potential disruptions affecting future government priorities.
• Develop future scenarios, strategic foresight frameworks, and long-term outlooks to support informed decision-making.
• Prepare and lead the development of future foresight strategies, roadmaps, and actionable recommendations.
• Integrate foresight insights into government strategic planning, policy development, and organizational performance management.
• Develop, review, and monitor Key Performance Indicators (KPIs) to measure the effectiveness of foresight initiatives and strategic objectives.
• Facilitate strategic foresight workshops, stakeholder consultations, and scenario-planning sessions with senior government officials.
• Provide strategic guidance to project teams and stakeholders on foresight methodologies, emerging challenges, and future opportunities.
• Oversee the preparation of foresight reports, strategic assessments, and executive-level presentations.
• Monitor the implementation of foresight recommendations and ensure alignment with government priorities and long-term strategic objectives.

Academic Qualifications

• Master’s degree in Strategic Foresight, Public Policy, Strategic Planning, or a related field.
