Job summary

Confidential, a Dubai-headquartered international fertilizers trading company, is seeking an HR Business Partner to support the business across key HR areas in an international environment.

You will drive organizational development, workforce planning, HR processes, budgeting, employee relations, and HR analytics while collaborating with multicultural teams and ensuring UAE labor law compliance.

Qualifications

• At least 3 years of experience in HR, particularly in Organizational Development or HR BP.
• Experience handling payroll budgeting and HR data analysis.
• Fluent in English (C1 level); Russian is a plus.
• Experience working in cross-functional and international teams.
• Knowledge of UAE labor law and international HR standards.

Responsibilities

• Develop and manage the payroll budget and related costs.
• Analyze and forecast personnel expenses in line with business goals.
• Optimize personnel costs, including motivation and compensation programs.
• Handle full cycle of HR documentation (contracts, orders, terminations, leaves).
• Manage onboarding and offboarding in line with UAE and international laws.
• Maintain employee databases and HR systems; prepare HR reporting.
• Analyze workforce structure and headcount trends; provide improvements.
• Develop internal communications and conduct engagement surveys.
• Collaborate with multicultural teams and implement global HR practices.

We are looking for an HR Business Partner to support the business across key HR areas, including organizational development, workforce planning, HR processes, personnel budgeting, employee relations, and HR analytics in an international environment.

Key Responsibilities:

Personnel Budgeting:

• Develop and manage the payroll budget and related costs.
• Analyze and forecast personnel expenses in line with business goals.
• Optimize personnel costs, including motivation and compensation programs.
• Handle the full cycle of HR documentation (employment contracts, orders, terminations, leaves, business trips).
• Manage employee onboarding and offboarding, considering UAE labor law and other international locations.
• Maintain and update employee databases and HR systems.
• Prepare and manage HR reporting on key metrics.
• Analyze the workforce structure and headcount trends.
• Identify trends in personnel management and provide recommendations for improvement.
• Develop and implement internal communication programs.
• Conduct employee engagement and satisfaction surveys.
• Support corporate culture through information campaigns, training, and events.
• Collaborate with multicultural teams and adapt HR processes to international standards.
• Develop and implement global HR management strategies.
• Participate in international HR projects and implement best global practices.

Key Requirements:

Education:

Higher education in HR management, economics, management, or sociology. Additional qualifications (MBA, HR certifications) are a plus.

Experience:

At least 3 years of experience in HR, in roles such as Organizational Development or HR BP.

Skills:

• Strong understanding of HR analytics, budget management, and HR process optimization.
• Proficiency in statistical analysis tools and HR systems (SAP, WebHR, 1C:ZUP, etc.).
• Excellent communication skills and the ability to interact effectively with employees at all levels.
• Experience working in cross-functional and international teams.
• Fluent in English (C1 level or higher). Proficiency in Russian is a plus.
