Job summary

Confidential Careers is seeking an experienced HSE Officer to lead health, safety and environmental efforts on a major villa construction project. You will implement the HSE plan, monitor compliance with UAE regulations, and coordinate with site teams and subcontractors.

The role requires strong risk assessment, RAMS, toolbox talks and incident investigations; NEBOSH IGC or IOSH certification is highly desirable. On-site work is expected across high-end luxury villa developments in Dubai.

Qualifications

• Minimum 5 years of HSE experience in construction.
• Experience with villa, luxury residential, or building projects.
• UAE construction experience preferred.

Responsibilities

• Implement and monitor the project HSE plan, policies, procedures, and risk assessments.
• Conduct daily site inspections to identify unsafe conditions and hazards.
• Ensure compliance with UAE HSE regulations, client requirements, and project safety standards.
• Monitor construction activities across civil, structural, architectural, MEP and finishing works.
• Prepare and review RAMS (Risk Assessments and Method Statements).
• Conduct toolbox talks, safety inductions and safety awareness training.
• Monitor work-at-height, scaffolding, excavation, lifting operations, hot works, electrical works and confined spaces.
• Ensure proper use of PPE and adherence to site safety requirements.
• Investigate accidents, incidents, near misses and unsafe occurrences and prepare reports.
• Coordinate with Construction Manager, Site Engineers, subcontractors and consultants on HSE matters.

Project: High-End / Luxury Villa Development

Employment Type: Full-Time

We are seeking an experienced HSE Officer to join our team for a major villa construction project. The successful candidate will be responsible for implementing and monitoring health, safety, and environmental requirements across the project site.

Key Responsibilities

• Implement and monitor the project HSE Plan, policies, procedures, and risk assessments.
• Conduct daily site inspections to identify unsafe conditions, practices, and potential hazards.
• Ensure compliance with UAE HSE regulations, client requirements, and project safety standards.
• Monitor construction activities including civil, structural, architectural, MEP, and finishing works.
• Prepare and review Risk Assessments and Method Statements (RAMS).
• Conduct Toolbox Talks, safety inductions, and safety awareness training.
• Monitor work-at-height, scaffolding, excavation, lifting operations, hot works, electrical works, and confined spaces.
• Ensure proper use of PPE and compliance with site safety requirements.
• Investigate accidents, incidents, near misses, and unsafe occurrences and prepare reports.
• Monitor subcontractors' HSE performance and ensure corrective actions are implemented.
• Conduct regular emergency preparedness drills and inspections.
• Maintain HSE records, inspection reports, incident reports, and safety statistics.
• Coordinate with the Construction Manager, Site Engineers, subcontractors, and consultant on HSE matters.
• Stop unsafe work when necessary and ensure corrective measures are implemented.
• Monitor housekeeping, waste management, access routes, storage areas, and overall site conditions.

Requirements

• Minimum 5 years of HSE experience in construction.
• Proven experience in villa, luxury residential, or building construction projects.
• UAE construction experience is preferred.
• NEBOSH IGC is highly desirable.
• IOSH certification and relevant UAE HSE training/certifications preferred.
• Strong knowledge of construction safety practices and UAE HSE requirements.
• Good communication and reporting skills.
• Ability to work independently and effectively with site teams and subcontractors.
