Job summary

ACC Group is seeking an experienced HSE Engineer to ensure health, safety, and environmental regulations are followed on oil and gas project sites in Abu Dhabi. The role focuses on implementing HSE management systems, conducting risk assessments, audits, and incident investigations to drive continuous improvement.

You will lead a team of HSE personnel, deliver training, and ensure compliance with ISO 45001/14001 standards, while coordinating with project teams for safe operations on-site.

Qualifications

  • Bachelor degree in Engineering or HSE discipline from an institution authorized to grant degrees.
  • 8–10 years’ HSE experience in construction, fabrication, installation, and/or commissioning in oil & gas or petrochemical industries.
  • NEBOSH IGC or equivalent.
  • Lead auditor ISO 45001 / ISO 14001 or equivalent.
  • Additional HSE trainings/certifications are a plus.

Responsibilities

  • Provide in-house HSE education and training to officers, safety team, and firefighting team.
  • Conduct HSE weekly meetings; discuss issues and lead corrective actions.

  • Inspect and audit site operations for HSE compliance; manage Safe Systems of Work (PTW, WMS).
  • Lead incident/accident investigations and implement corrective actions.
  • Conduct HSE orientations and training for workers; promote behavioral safety across sites.

Job Description

An HSE Engineer is responsible for ensuring that all health, safety, and environmental regulations are followed on oil and gas project sites, actively minimizing risks and promoting safe work practices. This role involves implementing HSE management systems, conducting risk assessments and audits, leading safety training, and investigating incidents to drive ongoing improvement and regulatory compliance in complex environments.

Key Accountabilities:
  • Lead a team of HSE personnel (officers, hygiene officers, etc.).
  • Provide in-house service education and training to HSE officers, safety team, and firefighting team.
  • Conduct HSE weekly meetings; discuss issues and lead corrective measures.
  • Ensure team compliance with company HSE policies and regulations.
HSE Systems, Planning & Compliance
  • Strong understanding of HSE Management Systems and relevant legislative/ISO requirements (ISO 9001, ISO 45001, OHSAS: 45001).
  • Develop and implement HSE plans, welfare plans, site-specific procedures, and emergency response procedures.
  • Review HSE manuals, risk assessments, method statements, and emergency procedures prior to site implementation.
  • Ensure compliance with statutory regulations and monitor observance of site rules.
  • Maintain documentation: safety write-ups, checklists, investigation reports, near-misses, risk assessments, audits, and statistics.
Site Inspections, Audits & Risk Management
  • Inspect and audit all site operations for HSE compliance.
  • Conduct HSE inspections, periodic audits, and reviews.
  • Implement and supervise Safe Systems of Work (PTW, WMS, Risk Assessment).
  • Conduct fire warden program establish checklists, train wardens in roles/responsibilities.
Incident, Investigation & Corrective Actions
  • Lead incident/accident investigations, identify immediate/root causes.
  • Work with construction team to implement corrective actions and prevent recurrence.
  • Review site activities and brief teams on precautionary and remedial measures after incidents.
Training, Awareness & Induction
  • Conduct HSE induction/orientation for new workers, staff, and visitors.
  • Organize and deliver HSE training/awareness sessions relevant to SOW or site activities.
  • Develop and run H2S and breathing apparatus control/awareness programs.
Communication & Behavioral Safety
  • Effective verbal and written communication (English); strong interpersonal skills.
  • Promote positive HSE behaviors, practices, and site-wide compliance with behavioral safety requirements.
  • Issue warnings and advise workers, supervisors, and subcontractors for non-compliance and rectification.
Required Education, Qualifications & Competencies:
  • Bachelor Degree or Diploma in Engineering OR Bachelor Degree in relevant Science OR HSE discipline (from an institution of higher learning authorized to grant academic degrees in the country of issue).
  • Minimum 8-10 years’ experience in HSE in construction, fabrication, installation, and/or commissioning projects/operations in theoil & gasor petrochemical industries.
  • NEBOSH IGC or Equivalent (Subject to approval by ADNOC Group)
  • Any other HSE certifications (considered at ADNOC Group discretion)
  • Lead auditor ISO 45001 / ISO 14001 or equivalent.
  • Additional HSE Trainings / Certifications will be an added advantage:
    Annual HSE plan review and implementation, PTW system and Gas Testing, H2S & Breathing Apparatus, HSE Management System, Road safety, Management of sub-Contractors HSE
  • Ability to conduct Risk Assessments, Task Risk Assessments (TRA).
  • Ability to analyze incidents and apply different root cause analysis methods.
  • Ability to conduct HSE inspections, audits, and reviews.
  • Ability to establish fire warden systems, develop emergency checklists, and train wardens on their roles and responsibilities.
  • Ability to conduct HSE orientation, induction, and awareness sessions for workers.
  • Ability to conduct periodical HSE meetings.

In addition to the above qualifications, HSE Managers working in Abu Dhabi must have successfully completed the Abu Dhabi Occupational Safety and Health (ADOSH SF) Practitioners Course and hold a valid “Grade A” registration.
