Qualifications

• Bachelor's degree or Diploma in Safety, Occupational Health, Environmental Science or Engineering.
• NEBOSH General Certificate or equivalent; UAE training (DHA/Emirates Authority) and Construction HSE certifications preferred.
• First Aid/CPR, Permit-to-Work, Confined Space certifications; IOSH/CSP/OSHA advantageous.
• Strong knowledge of UAE HSE legislation and ADNOC/DES regs; client and international standards.

• Develop, implement and maintain project HSE plans, statements, risk assessments and safe systems of work.
• Conduct site HSE inspections, toolbox talks, audits and walk-downs; identify hazards and correct actions.
• Monitor HSE performance metrics, prepare incident/near-miss reports, lead investigations and corrective actions.
• Ensure permit-to-work, confined spaces, hot works, lifting, excavation and traffic procedures are followed and controlled.
• Provide HSE induction and ongoing training; maintain records and competencies.
• Liaise with authorities, clients and auditors during inspections and meetings.
• Manage PPE issuance and emergency response planning and drills; maintain safety systems.

Job brief We are looking for a proactive HSE Engineer to implement monitor and continuously improve health safety and environmental practices across water and wastewater construction projects. The role ensures compliance with company HSE policy UAE regulations and client requirements to achieve incident-free operations.

Key responsibilities

• Develop implement and maintain project HSE plans method statements risk assessments (JSA/JHA) and safe systems of work aligned with UAE regulations and client standards.
• Conduct regular site HSE inspections toolbox talks audits and HSE walk-downs; identify hazards and enforce corrective actions.
• Monitor and report HSE performance metrics prepare incident/near-miss reports lead investigations and implement root-cause corrective/preventive actions.
• Ensure permit-to-work confined space hot works lifting excavation and traffic management procedures are implemented and controlled.
• Provide HSE induction and ongoing training to site personnel subcontractors and visitors; maintain training records and competency registers.
• Liaise with authorities clients and third-party auditors during inspections audits and HSE meetings.
• Manage PPE issuance and control emergency response planning and drills first-aid arrangements and fire safety systems.
• Review method statements risk assessments and subcontractor HSE documentation; approve when compliant.
• Support environmental controls: waste management spill prevention dust noise and erosion control measures.
• Maintain HSE documentation permits registers and ensure timely submission of HSE reports to management and client.

Requirements

• Bachelors degree or Diploma in Safety Occupational Health Environmental Science or Engineering.
• Minimum 46 years UAE/GCC HSE experience in construction preferably water/wastewater infrastructure (pumping stations treatment plants pipelines).
• Certifications required: NEBOSH General Certificate or equivalent; UAE-specific training (DHA/Emirates Authority) and Construction HSE certifications preferred.
• Valid First Aid/CPR Permit-to-Work and Confined Space certifications; IOSH/CSP/OSHA certifications advantageous.
• Strong knowledge of UAE HSE legislation ADNOC/DES regulations (if applicable) client and international standards.
• Proven ability to perform HSE audits incident investigations and implement management systems.
• Excellent communication training and report-writing skills; ability to influence site teams and subcontractors.
• Valid UAE driving license mandatory.
• Salary range (indicative):AED/month (depending on experience and certifications).
