Job summary

Emarat Aloula Contracting is seeking an HSE Manager to lead all Health Safety and Environmental functions for the Mafraq Wastewater Treatment Plant Odour Control Units project in Abu Dhabi.

The incumbent will ensure compliance with UAE regulations, client requirements and international best practices while fostering a proactive safety culture across construction, installation, testing, commissioning and maintenance phases.

Qualifications

  • Bachelor's degree in Engineering, Environmental Science, Occupational Health & Safety or equivalent.
  • Minimum 12 years of professional HSE experience including process safety.
  • Minimum 8 years of relevant experience in utilities, WWTP, WTP, infrastructure or related projects.
  • Experience in Odour Control Units or similar wastewater projects is a plus.
  • Strong experience working within live operational facilities and utility environments.
  • Proven experience leading HSE teams on large-scale infrastructure or industrial projects.

Responsibilities

  • Develop, implement and maintain the Project HSE Management System per standards, client requirements, and UAE law.
  • Lead all HSE activities for installation, testing, commissioning and maintenance of Odour Control Units.
  • Ensure compliance with Abu Dhabi HSE legislation, ADPHC requirements, and Codes of Practice.
  • Prepare and implement Project HSE Plans, RAMS, Environmental Plans and Emergency Plans.
  • Conduct regular HSE inspections, audits and site assessments and close corrective actions.
  • Lead investigations of incidents, and implement corrective actions.
  • Organize HSE inductions, toolbox talks, and safety training for employees and subcontractors.
  • Monitor environmental compliance, waste management, hazardous materials handling and dust/noise control.
  • Establish and monitor HSE KPIs and report performance to management and client.
  • Liaise with client, regulators and auditors on HSE matters.
  • Provide leadership to HSE engineers and officers and promote a safety culture.

Job description

The HSE Manager is responsible for leading and managing all Health Safety and Environmental HSE functions for the Odour Control Units OCU Project at Mafraq Wastewater Treatment Plant WWTP The incumbent will ensure full compliance with Company HSE policies Client requirements Abu Dhabi regulations and international best practices while fostering a proactive safety culture across the project The role is responsible for minimizing workplace risks ensuring environmental compliance and promoting safe work practices throughout all project phases including construction installation testing commissioning and maintenance activities

Key Responsibilities
  • Develop implement and maintain the Project Health Safety and Environmental Management System in accordance with Company standards client requirements and applicable UAE legislation
  • Lead all HSE activities related to the installation testing commissioning and maintenance of Odour Control Units within an operational Wastewater Treatment Plant
  • Ensure compliance with Abu Dhabi HSE legislation Abu Dhabi Public Health Center ADPHC requirements and relevant Codes of Practice
  • Prepare review and implement Project HSE Plans Risk Assessments Method Statements RAMS Environmental Management Plans and Emergency Response Plans
  • Conduct regular HSE inspections audits and site assessments to identify hazards and implement corrective and preventive actions
  • Ensure effective implementation of Permit-to-Work PTW systems for confined space entry hot work excavation lifting operations work at height electrical isolation and other high-risk activities
  • Lead investigations of incidents accidents near misses and unsafe conditions including root cause analysis and implementation of corrective actions
  • Organize HSE induction programs toolbox talks awareness campaigns and ongoing safety training for employees and subcontractors
  • Monitor environmental compliance including waste management hazardous materials handling pollution prevention dust and noise control and environmental sustainability initiatives
  • Establish and monitor HSE Key Performance Indicators KPIs prepare periodic reports and present HSE performance to Project Management and the Client
  • Liaise with client representatives consultants regulatory authorities and external auditors on all HSE-related matters
  • Provide leadership coaching and technical guidance to HSE Engineers HSE Officers and project personnel
  • Promote a strong safety culture by encouraging hazard reporting behavioural safety initiatives and continuous improvement
  • Ensure emergency preparedness through regular drills inspections and review of emergency response procedures
  • Support the Project Manager in achieving project objectives while maintaining the highest standards of health safety and environmental performance
Qualifications
  • Bachelor's Degree in Engineering, Environmental Science, Occupational Health & Safety, or an equivalent discipline.
  • Experience Minimum 12 years of professional HSE experience including process safety.
  • Minimum 8 years of relevant experience in Utilities, Wastewater Treatment Plants (WWTP), Water Treatment Plants (WTP), Infrastructure, Industrial, or related projects.
  • Previous experience in Odour Control Units (OCU) or similar wastewater infrastructure projects will be a distinct advantage.
  • Strong experience working within live operational facilities and utility environments.
  • Proven experience managing HSE teams on large-scale infrastructure or industrial projects.
Mandatory Requirements
  • Abu Dhabi Public Health Center (ADPHC) Practitioner Course
  • Thorough understanding of Abu Dhabi HSE legislation, Codes of Practice, and regulatory requirements
  • Valid UAE Driving License
Preferred Certifications
  • NEBOSH International Diploma or NEBOSH International General Certificate (IGC)
  • IOSH Managing Safely
  • ISO 45001 Occupational Health & Safety Management Systems (Lead Auditor/Internal Auditor)
