Rocky Real Estate in Dubai is seeking a Head of Property Management with business development experience to lead a team and manage a residential and commercial portfolio across Dubai while growing it through landlord instructions. This hybrid leadership role requires building landlord relationships, pitching for new business, and ensuring service delivery remains top-notch.

You will be the trusted contact for landlords and tenants, and drive portfolio growth.

Qualifications

• Significant leadership experience in property management.
• Experience growing a portfolio through landlord instructions.
• Strong knowledge of Dubai tenancy processes (RERA, Ejari, DLD).
• Excellent English communication and presentation skills.
• Valid UAE driving license.

Responsibilities

• Lead the day-to-day operations of the property management department and oversee an assigned residential and commercial portfolio.
• Develop and guide the Business Development Manager and Property Management Administrator, setting priorities and service expectations.
• Establish and monitor processes for maintenance, repairs, inspections and service requests.
• Oversee tenancy administration including renewals, move-ins/outs and record-keeping.
• Monitor tenancy deadlines and operational risks, escalating complex matters.
• Ensure tenancy practices align with UAE regulations and company procedures.
• Review portfolio activity and prepare reports for landlords and management.
• Identify opportunities to improve workflows and service delivery.

Rocky Real Estate is seeking a Head of Property Management with business development experience to lead a team and to manage a residential and commercial portfolio across Dubai while growing it through new landlord instructions.

This is a hybrid leadership role for someone who is as comfortable building landlord relationships and pitching for new business as they are running a department, managing tenancies and making sure service delivery stays consistent. You will be the trusted point of contact for landlords and tenants, the leader of the property management team, and a driver of portfolio growth.

Roles and responsibilities

Leadership and department management

• Lead the day-to-day operations of the property management department and oversee an assigned residential and commercial portfolio
• Manage, support and develop the Business Development Manager and Property Management Administrator, setting clear priorities, targets and service expectations
• Establish and monitor processes for maintenance, repairs, inspections and property-related service requests
• Oversee tenancy administration, including renewals, move-ins, move-outs and accurate record-keeping
• Monitor tenancy deadlines and operational risks, escalating complex matters as appropriate
• Ensure practices are consistent with applicable tenancy requirements and company procedures
• Review portfolio activity and prepare reports and updates for landlords and company management
• Identify opportunities to improve department workflows, record-keeping and service delivery

Property management

• Oversee landlord and tenant enquiries, ensuring they are handled professionally and followed through to resolution
• Coordinate with landlords, tenants, contractors, suppliers and building management to resolve operational matters
• Monitor property condition and service-provider performance, addressing issues that affect property standards or client experience

Business development

• Set the business development strategy for the department and work with the Business Development Manager to build and manage the pipeline
• Generate new property management instructions through prospecting, networking, referrals and direct outreach
• Present and pitch Rocky’s property management proposals, and negotiate and close new instructions
• Convert opportunities from internal teams (sales, leasing and secondary)
• Grow and retain the portfolio by building long-term landlord relationships and spotting upsell opportunities
• Track leads, pipeline and conversions in the CRM and report on performance against targets
• Represent Rocky professionally at landlord meetings, community events and industry networking

Skills and experience

• Significant experience in Dubai property management, including responsibility for a portfolio and operational delivery
• Previous experience leading or supervising a team
• Demonstrable business development experience, such as winning new landlord instructions, lead generation or client acquisition in real estate
• A track record of meeting or exceeding targets
• Knowledge of Dubai tenancy processes and local tenancy requirements (RERA, Ejari, DLD)
• Strong written and verbal English communication and presentation skills
• Confident negotiation and relationship‑building skills with landlords, tenants and service providers
• Confident using email, spreadsheets and CRM or property management systems
• Excellent organisation, planning and decision‑making skills
• Valid UAE driving licence
