Job summary

The Ministry of Community Empowerment is seeking a senior Facilities Manager to lead the planning, maintenance, development, and operational management of its buildings and infrastructure in Dubai. You will drive compliance, safety, sustainability, and continuous improvement across the portfolio.

This role requires extensive experience in facilities management and civil engineering, with strong leadership capabilities to guide cross-functional teams, coordinate with authorities, and deliver

Qualifications

• Bachelor's degree in Civil Engineering from an accredited university.
• Min 10 years in facilities management, civil engineering, or related infra projects.
• Min 5 years leadership in facilities, maintenance operations or construction.
• Experience managing multiple buildings or large portfolios.
• Strong record in civil works, rehab, renovation, and project mgmt.

Responsibilities

• Develop and oversee preventive and corrective maintenance plans to keep facilities safe and efficient.
• Assess space and infrastructure needs across units and recommend facilities solutions.
• Prepare specs, standards, scopes, and cost estimates for projects.
• Manage building development, refurbishment, and construction with budgets and timelines.
• Coordinate with government entities, consultants, contractors, and service providers.
• Maintain records, asset inventories, and reports for facilities and infrastructure.
• Plan inspections and condition assessments to identify maintenance needs.
• Lead OHSE management system implementation and continual improvement.
• Develop sustainability programs and green building initiatives.
• Review audits and implement corrective/preventive actions.
• Prepare annual operational plans, budgets, and KPIs for FM and OHSE.
• Monitor contractor performance against contracts and SLAs.
• Provide technical recommendations on facilities planning and lifecycle management.
• Identify and implement innovative technologies to enhance efficiency and safety.
• Ensure compliance with UAE regulations, codes, and policies.
