Job summary

Reliant Surveyors seeks a Head of Building Consultancy to lead the UAE practice, owning technical quality, team development and commercial performance. You will oversee RERA-compliant instructions and act as the technical authority across Dubai, Abu Dhabi and the Emirates, engaging developers, owners' associations and lenders.

Qualifications

• RICS MRICS chartered status is essential.
• Bachelor's or Master's degree in Building Surveying, Civil/Structural Engineering, Quantity Surveying, Construction Management or related.
• 5–7 years of post‑qualification building consultancy experience.
• Proven track record producing RERA‑compliant reports.
• Strong knowledge of UAE construction methods and regulatory framework.
• Excellent report writing in English for non‑technical stakeholders.
• Proven ability to lead a team and manage multiple instructions to deadlines.
• UAE experience preferred; UAE driving licence is an advantage.

Responsibilities

• Lead the production and sign‑off of RERA Reports, Reserve Fund Studies, Building Condition Audits and other assessments.
• Own technical quality assurance across the division to meet UAE regulatory standards.
• Build and lead a team of surveyors; APC supervision and performance management.
• Develop and convert a pipeline of instructions; own fee proposals, scoping and negotiation.
• Act as senior escalation point for complex or contentious instructions.
• Maintain and deepen relationships with RERA and developer clients; contribute to market commentary.

Job description

Reliant Surveyors is appointing a Head of Building Consultancy to lead and grow our building consultancy practice across the UAE. This is a senior, client-facing role with ownership of technical quality, team development and the commercial performance of the division.

About the Role

You will lead the delivery of the full suite of RERA-compliant building consultancy instructions, act as the firm's technical authority on building condition and cost, and represent Reliant Surveyors with developers, owners' associations, management companies, lenders and institutional investors across Dubai, Abu Dhabi and the wider Emirates.

Key Responsibilities

• Lead the production and technical sign-off of RERA Reports, including:
  • Reserve Fund Studies — lifecycle modelling and long‑term capital planning for jointly owned property
  • Building Condition Audits — structural, fabric and MEP condition assessment with prioritised remedial schedules
  • Reinstatement Cost Assessments — insurance reinstatement valuations on a current‑cost basis
  • Cost Allocation Studies — equitable apportionment of service charges across unit types and shared facilities
  • Technical Snagging Reports — pre‑handover defect inspection and developer liaison through to close‑out
  • Energy Audits — consumption benchmarking, efficiency opportunities and compliance reporting
• Own technical quality assurance across the division, ensuring every deliverable meets RICS professional standards and UAE regulatory requirements.
• Build and lead a team of surveyors and technical staff — recruitment, mentoring, APC supervision and performance management.
• Develop and convert a pipeline of instructions; own fee proposals, scoping and negotiation.
• Act as the senior point of escalation for complex or contentious instructions, including expert input where required.
• Maintain and deepen relationships with RERA, owners' associations, management companies and developer clients.
• Contribute to the firm's research output and market commentary on building performance and service charge trends.

Requirements

• RICS Qualified (MRICS) — chartered status is essential.
• Bachelor's or Master's degree in Building Surveying, Civil or Structural Engineering, Quantity Surveying, Construction Management or a closely related discipline.
• 5 – 7 years of relevant post‑qualification building consultancy experience.
• Demonstrable track record producing RERA-compliant reports across the categories listed above.
• Strong working knowledge of UAE construction methods, regulatory framework and service charge regime.
• Excellent report writing in English, with the judgement to present complex technical findings clearly to non‑technical stakeholders.
• Proven ability to lead a team and manage concurrent instructions to deadline.
• UAE experience strongly preferred; a valid UAE driving licence is an advantage.
