Job summary

ABS Engineering FZE seeks a Senior Proposal & Estimation Engineer to drive costings for pressure vessels, skids, piping, and structural work. You will lead tender analysis, coordinate with engineering and procurement, and prepare techno-commercial proposals for GCC clients.

The role emphasizes thorough cost estimation, risk assessment, and strong negotiation during bid submissions with a focus on ASME codes and EPC tenders in the oil & gas sector.

Qualifications

• Bachelor’s degree in mechanical engineering or equivalent.
• 7–12 years of proposal and estimation experience in oil & gas or heavy engineering.
• Strong knowledge of ASME codes, fabrication processes and material costing.
• Experience handling EPC tenders in GCC is highly preferred.

Responsibilities

• Review and analyze RFQs, ITBs and tender documents.
• Prepare detailed cost estimates for pressure vessels, well testing and EPF equipment.
• Prepare estimates for process skids and packages.
• Estimate structural steel fabrication and piping systems costs.
• Perform material take-offs from drawings and specs.
• Coordinate with engineering, procurement and production for costing inputs.
• Obtain vendor quotations and evaluate subcontractor pricing.
• Prepare techno-commercial proposals aligned with client specs.
• Conduct risk analysis and identify cost optimization opportunities.
• Participate in clarification meetings and tender negotiations.
• Maintain estimation databases and historical cost records.

ABS Engineering FZE is a leading engineering and fabrication company specializing in pressure vessels, process skids, structural steel, and oil & gas equipment. As part of our expansion and increasing project pipeline across the GCC, we are looking for an experienced Senior Proposal & Estimation Engineer to join our team.

Key Responsibilities:

• Review and analyze RFQs, ITBs, and tender documents
• Prepare detailed cost estimates for:
  1. Pressure Vessels (ASME Sec VIII Div 1)
  2. Well Testing & EPF Equipment
  3. Process Skids & Packages
  4. Structural Steel Fabrication
  5. Piping Systems
• Perform material take-offs from drawings and specifications
• Coordinate with engineering, procurement, and production teams for costing inputs
• Obtain vendor quotations and evaluate subcontractor pricing
• Prepare techno-commercial proposals in line with client specifications
• Conduct risk analysis and identify cost optimization opportunities
• Participate in client clarification meetings and tender negotiations
• Maintain estimation databases and historical cost records

Requirements:

• Bachelor’s Degree in Mechanical Engineering (or equivalent)
• 7–12 years of experience in proposal & estimation within oil & gas / heavy engineering
• Strong knowledge of ASME codes, fabrication processes, and material costing
• Experience handling EPC tenders in GCC is highly preferred
• Strong commercial understanding and negotiation skills
• Proficiency in MS Excel and estimation tools
• Excellent communication skills
