Job summary

Khazna Data Centers in Dubai seeks a Senior Manager – Contracts to lead commercial and contract management across its data center and construction projects. You will provide senior commercial guidance, manage contractual risks, and drive value while safeguarding Khazna’s interests to ensure timely, cost-efficient delivery.

• 12+ years of relevant professional experience in data centers or complex engineering projects across the full lifecycle.
• Strong expertise in construction processes, cost management, commercial management, and contract management.
• Proven client-side experience across pre- and post-contract commercial and cost activities.
• Strong commercial acumen with excellent stakeholder, vendor, and supply chain relationship management skills.

As part of our Emiratization initiatives, we are looking for a Senior Manager – Contracts to lead commercial and contract management across Khazna’s major data center and construction projects. The role will provide senior commercial guidance, manage contractual risks, and drive commercial optimisation while protecting Khazna’s interests and supporting the timely, cost-effective delivery of projects.

KEY ACCOUNTABILITIES:

• Provide senior subject matter expertise on contract, commercial, and cost matters across major capital projects.
• Support the Senior Director in strengthening commercial governance, standards, controls, and processes across the portfolio.
• Act as a senior commercial advisor to Project Directors, PMO, Finance, Procurement, and Legal on high-value and high-risk projects.
• Lead commercial and contract management for complex engineering projects from inception through completion.
• Support procurement strategies and provide commercial input into tender documentation, evaluations, and award recommendations.
• Review, draft, and manage complex contracts including EPC/D&C, consultancy, vendor, supply, service, and subcontract agreements.
• Participate in high-value commercial negotiations to achieve favourable outcomes and balanced risk allocation for Khazna.
• Support project budgeting, cash flow forecasting, and establishment of robust commercial baselines.
• Evaluate variations, claims, and contractual entitlements, providing senior commercial recommendations.
• Monitor commercial performance, identify cost and schedule risks, and recommend appropriate mitigation actions.
• Review and recommend approval of contractor payments, consultant invoices, and final accounts in line with governance requirements.
• Identify and assess contractual and commercial risks and support the development of effective mitigation measures.
• Ensure compliance with contractual obligations, legal requirements, and Khazna policies throughout the project lifecycle.
• Collaborate with project, engineering, procurement, finance, legal, and external stakeholders while supporting dispute avoidance and resolution.
• Drive commercial optimisation, value for money, cost efficiency, and continuous improvement of commercial practices and systems.

QUALIFICATIONS & COMPETENCIES:

• Relevant Bachelor’s degree or equivalent, with a relevant professional qualification or chartered status.
• 12+ years of relevant professional experience, including data centers or complex engineering projects across the full project lifecycle.
• Strong expertise in construction processes, cost management, commercial management, and contract management.
• Proven client-side experience across pre- and post-contract commercial and cost activities.
• Strong commercial acumen with excellent stakeholder, vendor, and supply chain relationship management skills.
• Excellent communication, collaboration, project reporting, and problem-solving skills, with the ability to work independently in fast-paced environments.
• Experience working on global projects and with multicultural teams, demonstrating cultural sensitivity and a global perspective.
• Strong risk assessment and mitigation capabilities, awareness of industry trends and innovation, and advanced MS Excel skills.
