Role & responsibilities

Job Purpose

To prepare accurate, competitive, and compliant cost estimates for electrical scope in Oil & Gas projects, particularly for projects executed under Abu Dhabi National Oil Company standards. The role involves detailed analysis of tender documents, quantity take-offs, vendor coordination, and preparation of techno-commercial proposals.

Possesses in-depth knowledge of electrical systems including MV/LV distribution, substants, transformers, switchgear, cable routing, lighting, earthing, and hazardous area installations in compliance with ADNOC standards and international codes (IEC, NEC, IEEE).

Key Responsibilities

Tendering & Estimation

• Review and analyze ITT (Invitation to Tender) documents, drawings, specifications, and BOQs
• Perform detailed quantity take-offs (MTO) for all electrical components
• Prepare comprehensive cost estimates including materials, manpower, equipment, and subcontracting
• Develop cost build-ups, rate analysis, and pricing strategies
• Ensure compliance with ADNOC standards, project specifications, and international codes

Technical & Commercial Evaluation

• Identify scope gaps, deviations, and risks during tender stage
• Prepare technical clarifications and queries (TQs)
• Evaluate vendor and subcontractor quotations and prepare comparative statements
• Coordinate with procurement for budgetary and firm pricing
• Contribute to value engineering and cost optimization

Proposal Preparation

• Prepare technical and commercial submissions in line with client requirements
• Compile supporting documents such as method statements, exclusions, and assumptions
• Participate in bid review meetings and management presentations
• Assist in post-bid clarifications and negotiations

Coordination & Planning

• Liaise with multidisciplinary teams (Mechanical, I&C, Civil) for integrated estimation
• Coordinate with project, procurement, and engineering departments
• Support project handover to execution team with detailed cost breakdown

Compliance & Standards

• Ensure adherence to ADNOC guidelines, HSE requirements, and QA/QC standards
• Apply relevant international standards (IEC, IEEE, NEC) in estimation

Required Qualifications

• Bachelors Degree in Electrical Engineering
• Minimum 5-10 years of experience in electrical estimation within Oil & Gas / EPC industry
• Mandatory experience in ADNOC projects (onshore/offshore)

Technical Skills

• Strong knowledge of:
  • MV/LV power distribution systems
  • Substations, transformers, switchgear (GIS/AIS)
  • Cable sizing , Cable routing, tray/ladder systems, and containment
  • Lighting (industrial & hazardous area)
  • Earthing & lightning protection systems
  • UPS, battery systems, and power backup solutions
• Familiarity with hazardous area classification (Zone 0, 1, 2)
• Proficiency in estimation tools (Excel, Candy, CCS, or equivalent)
