Job summary

Parsons Corporation in Dubai, UAE seeks a PPP Senior Advisor to lead infrastructure advisory engagements across the MEA region. You will manage PPP strategies, value-for-money analyses, and concession documentation, working on critical infrastructure and public services projects.

The role requires 10–15 years of relevant experience, a technology/engineering degree, and strong English communication. On-site work in Dubai with regional travel is expected.

Qualifications

• Requires 10–15 years of experience in consulting, transaction advisory, or infrastructure programs.
• Bachelor's degree in a technology or engineering field.
• Demonstrated PPP transaction experience and knowledge of whole-life project considerations.
• Experience with infrastructure, public services, mobility systems, and built environment assets.
• Strong English communication and ability to travel within MEA.

Responsibilities

• Support PPP frameworks and regulations across UAE, Saudi Arabia, Oman.
• Develop transaction strategy, procurement routes, and market sounding.
• Contribute to business case development, including VFM, CAPEX/OPEX models.
• Develop and review technical, O&M, lifecycle, interface, and performance risk allocations.
• Prepare concession documentation and payment mechanism inputs.
• Perform technical due diligence and bidder evaluations through financial close.
• Develop whole-life/handback strategies and asset management plans.
• Support proposals and capability statements for PPP opportunities.
