What You'll Be Doing
- Navigate regional PPP frameworks and requirements, including UAE PPP guidance and regulations, Saudi Public-Private Partnership Law, and Oman 's PPP Law.
- Support project initiation through transaction strategy, delivery model assessment, procurement route development, and market sounding.
- Contribute to business case development, including Value for Money assessments, CAPEX and OPEX models, and affordability inputs.
- Develop and review technical, operations and maintenance, lifecycle, interface, and performance risk allocations.
- Support the preparation of concession documentation, including technical schedules, operations and maintenance requirements, and performance standards.
- Contribute to payment mechanism development covering availability criteria, KPIs, deductions, and associated payment inputs.
- Undertake technical due diligence, including bidder and SPV reviews, technical bankability criteria, compliance assessments, and solution risk reviews.
- Support transactions from bid stage through financial close, including bid leadership, clarification responses, bidder evaluations, and advisor coordination.
- Develop whole-life and handback strategies covering asset management, residual life, and handback requirements.
- Contribute to business growth through proposals, capability statements, data sheets, and PPP transaction-related outreach materials.
What Required Skills You’ll Bring
- 10 to 15 years of successful experience across business consulting, transaction advisory, infrastructure engineering, advisory, design, or referenced deployment projects.
- Bachelor 's degree in a technology or engineering-related field.
- Demonstrated expertise in PPP transactions and whole-life projects.
- Experience involving critical infrastructure, public services, mobility systems and the built environment.
- Working knowledge of regional PPP regulations and guidance documents, particularly within the UAE and Saudi Arabia.
- Experience implementing PPP transaction services in accordance with industry best practices.
- Professional-level written and spoken English.
- Excellent project management and communication skills.
- Proven ability to support multiple projects concurrently.
- Ability to travel within the MEA region when required for project activities.
What Desired Skills You’ll Bring
- Background in asset management, whole-life costing, and operations and maintenance practices for infrastructure and public-service assets.
- Experience using visualization and dashboarding tools such as Power BI for performance monitoring, risk profiling, and decision support.
- Ability to operate confidently and assertively within a professional advisory environment.
- Strong client and stakeholder engagement capabilities.
- Experience facilitating workshops, delivering presentations, and supporting client capability development in PPP transactions.
- Arabic language skills are a strong advantage for engagement with clients and stakeholders across the MEA region.
Advisory Scope
The PPP Senior Advisor will work across multiple stages of the infrastructure transaction lifecycle, connecting technical requirements with commercial, contractual, operational, and whole-life considerations. The position requires effective coordination with clients, SPV organizations, lenders, consultants, bidders, and other stakeholders while supporting transactions from early strategy and business case development through procurement and financial close.
