Job summary

Unknown Maritime Organisation in Dubai seeks a strategic Crew Training & Competence Manager to lead development of crew competence, training governance and workforce development across an expanding fleet. You will work with the Director of Crew Operations to ensure seafarers have the required competence, qualifications and development pathways to support global operations.

This role involves shaping competency standards, supporting mobilisation for new projects and driving continuous improvement

Qualifications

  • Experience in shore-based Crew Training or Marine Personnel roles.
  • Exposure to Crew Operations or collaboration with operational teams.
  • Experience developing competency frameworks, training programmes or career development pathways for seafarers.
  • Knowledge of Quality Management Systems and continuous improvement processes.
  • Experience supporting cadet programmes and developing future maritime talent.
  • Strong organisational, analytical and communication skills.
  • Ability to work in a fast-paced international environment.
  • Previous seagoing experience is advantageous but is not essential.

Responsibilities

  • Lead the crew training and competence management strategy across the fleet.
  • Collaborate with Crew Operations to identify competency gaps and deliver training solutions.
  • Develop and maintain competence frameworks, career progression pathways and promotion standards for seafarers.
  • Support mobilisation planning by identifying training requirements for new projects and sourcing suitable training solutions globally.
  • Manage and continually improve crew management procedures, manuals and controlled documentation.
  • Ensure compliance with company policies, industry regulations and SMS requirements.
  • Analyse audit findings, incident investigations and operational feedback to identify opportunities for improvement.
  • Monitor training effectiveness through performance metrics and competency assessments.
  • Lead talent pipeline initiatives including cadet, apprentice and graduate development programmes.
  • Build and maintain relationships with maritime academies and training providers.

Job description

Are you passionate about developing world‑class seafarers and ensuring operational excellence across a global fleet? We are partnering with a leading international maritime organisation to recruit a Crew Training & Competence Manager to join their team in Dubai. This is a strategic position responsible for leading the development of crew competence, training governance and workforce development across an expanding fleet.

Working closely with the Director of Crew Operations and key operational stakeholders you will ensure that seafarers have the competence, qualifications and development pathways required to safely and effectively support global operations. This is far more than a traditional training role. You will play a key part in shaping competency standards, supporting mobilisation for new projects, developing future talent pipelines and continuously improving training and competence processes across the organisation.

Key Responsibilities
  • Lead the company's crew training and competence management strategy across the fleet.
  • Work collaboratively with Crew Operations to identify competency gaps and deliver practical training solutions.
  • Develop and maintain competence frameworks, career progression pathways and promotion standards for seafarers.
  • Support mobilisation planning by identifying training requirements for new projects and sourcing suitable training solutions across different global locations.
  • Manage and continually improve crew management procedures, manuals and controlled documentation.
  • Ensure compliance with company policies, industry regulations and Safety Management System (SMS) requirements.
  • Analyse audit findings, incident investigations and operational feedback to identify opportunities for continuous improvement.
  • Monitor training effectiveness through operational performance, competency assessments and quality metrics.
  • Lead talent pipeline initiatives including cadet, apprentice and graduate development programmes.

About You

You will be an experienced maritime professional who understands the operational realities of crewing and enjoys working collaboratively across multiple departments.

You will likely bring:

  • Experience in a shore‑based Crew Training, Competence or Marine Personnel role.
  • Previous exposure to Crew Operations or close collaboration with operational teams.
  • Experience developing competency frameworks, training programmes or career development pathways for seafarers.
  • Knowledge of Quality Management Systems and continuous improvement processes.
  • Experience supporting cadet programmes and developing future maritime talent.
  • Strong organisational, analytical and communication skills.
  • The ability to work in a fast‑paced international environment with multiple priorities.
  • Previous seagoing experience is advantageous but is not essential.
