Job summary

J10 Consulting is seeking a seasoned QHSE Manager to join our client in Dubai on a 3-month contract for hospitality and residential projects. The role requires a proven consultant background in QHSE leadership on UAE or GCC construction sites.

You will lead HSE teams, implement management system requirements, deliver training, review contractor plans, conduct site visits, organize meetings, and liaise with authorities to maintain safety compliance and project performance.

Qualifications

• 8+ years of relevant experience as a QHSE Manager on hospitality or residential construction in UAE.
• Experience with consultants in design or PMC is mandatory.
• NEBOSH IGC certification is required at minimum.

Responsibilities

• Implement health, safety and environmental arrangements for the project per QHSE system requirements.
• Lead HSE Engineers and Inspectors to monitor safety on site.
• Develop and deliver health, safety and environmental training for employees.
• Review contractor safety plans, risk assessments and method statements.
• Plan daily morning site visits to ensure safety measures are in place.
• Conduct weekly joint HSE inspections with contractor personnel.
• Organise HSE meetings with clients, staff and contractors.
• Initiate and test emergency response plans and drills.
• Ensure incident investigations are completed and corrective actions closed out.
• Conduct regular site safety reviews.
• Liaise with enforcement authorities and prepare monthly HSE reports.

Job description

Our International Design & Supervision Consultancy client has a new requirement for a well experienced consultant Manager to join their team in Dubai, on a to work on new build hospitality and residential projects in the Emirate. Successful candidates will have a proven background as a consultant QHSE leader on construction projects in the UAE or the wider GCC region and will have worked for a recognised design consultancy or PMC company previously.This role is available for immediate joining and is an initial 3 month contract position employed as outsourced staff through J10 Consulting.

Key Responsibilities:

• Implement the health, safety and environmental arrangements for the project against the QHSE Management System requirements, to ensure the protection of all staff.
• Lead HSE Engineers and Inspectors to ensure they are monitoring the implementation of health and safety arrangements at project site level, in accordance with legal and client requirements.
• Develop and deliver health, safety and environmental training to employees including but not limited to; induction, safe working practices.
• Review and approve contractor’s health, safety and environmental plans, risk assessments and method statements against legal and client requirements prior to the work being carried out.
• Plan daily morning site visits across project sites to ensure health and safety measures are in place before works begins.
• Carry out weekly joint HSE inspections with HSE Inspectors and contractor personnel and ensure all the corrective/preventive actions are closed out.
• Organise HSE meetings with clients, project staff, and contractors.
• Initiate and test emergency response plans and ensure the drills are carried out as per the project schedule and performance standards.
• Ensure HSE Inspectors follow up on contractor’s incident investigation reports are completed and corrective actions are identified and closed out to prevent a recurrence and provide necessary technical guidance for accident protection.
• Conduct regular site safely reviews.
• Liaise with enforcement authorities (PCFC, EHS Checks) prepare and submit monthly HSE reports in conjunction with contractor personnel and to the client.

Consultant QHSE Manager Experience:

• Proven track record of working as a consultant QHSE Manager on hospitality / residential construction projects in the UAE
• Previous Design or Engineering consultancy experience is mandatory
• 8+ years of relevant experience
• Degree / Diploma in Civil Engineering or related
• Minimum of NEBOSH IGC certification
• IOSH, IIRSM or CSP accreditation is preferred
