Job summary

J10 Consulting is sourcing an experienced HSE Manager for a Dubai-based project portfolio in mid-rise towers, villas and masterplan developments. The role requires a proven track record with UAE main contracting companies and familiarity with Emaar project approvals.

Immediate joining on a temporary-to-permanent basis is offered through J10 Consulting. The candidate should hold a science/engineering degree with HSE qualifications and a minimum of 10 years in Health, Safety and Environment,

Qualifications

• Bachelor degree in Science/Engineering or equivalent with additional professional qualifications in HSE.
• 10+ years’ experience in Health, Safety and Environment.
• NEBOSH Idip level 6 highly advantageous.
• Working knowledge in Health, Safety and Environment Management Systems, Environmental Discharges, Incident Command System, Incident Investigation using Tripod Beta Tool, HSE Auditing Techniques, HEMP, Radiological Safety.

Responsibilities

• Supports Top Management in HSE Policy and Guidelines issues.
• Supports Organization roles and responsibilities definition for safety aspects.
• Ensures implementation, updating, review and auditing of the Company HSE Systems.
• Monitors implementation of Safety and Environment System procedures and updates with legislation changes.
• Provides for motivation and familiarization of personnel respecting safety procedures.

Job description

Our Main Contracting Client has a new requirement for a well experienced HSE Manager to join their team in Dubai to work on new mid rise tower and major villa masterplan projects. Successful candidates will have a proven background as a HSE Manager working on high profile projects in the UAE with preference given to those with prior experience in working for recognised Main Contracting Companies. Previous approval for Emaar Projects would be highly advantageous.This role is available for immediate joining and is hiring on a temporary to permanent basis as an initial 3-6 month contract position, outsourced through J10 Consulting, with the option to transfer to staff after 6 months to suit all parties.

Key Responsibilities:

• Supports the Top Management in the HSE Policy and Guidelines issue.
• Supports the Top Management in the Organization roles and responsibilities definition, for what concerns safety aspects.
• Supports the Top Management in the HSE Management System standard issue.
• Ensures, in accordance with the Corporate guidelines, the implementation, updating, review and auditing of the Company HSE Systems.
• Monitors the effective implementation of appropriate Safety and Environment System procedures and provide for their updating in line with changes in Legislation and Company Directives.
• Provides for motivation and familiarization of all Company personnel respecting the importance of complying with Company system procedures and all Safety equipment provided.
• Assists the Commercial, Engineering and Operations Department in their dealings with Clients in all issues concerned with Health and Safety at work.
• Conducts safety audits both internal and external.
• Takes part in accident / incident investigation.
• Carries out analysis of accident / incident statistics, identifying trends and suggesting improvement plans.
• Provides technical support to Senior Management on any safety related subjects.
• Carries out any in-house safety training.
• Carries out safety audits on Sub-contractors.
• Liaises between Clients on safety related issues.
• Safeties related engineering input into new projects and modification programs.
• Participates to HAZOP meetings prior to procurement and installation activities.
• Performs Risk Assessment.
• Preparation of Health and Safety documentation for new tenders.
• Provides Safety support and advice, including supervision on preparation of plans and procedures for initial contract start up activities.

HSE Manager Experience:

• Bachelor Degree in Science/Engineering or equivalent with additional professional qualifications in HSE and Fire & Safety Management Systems.
• 10 or above years’ experience in Health, Safety and Environment
• NEBOSH Idip level 6 highly advantageous
• Working knowledge in Health, Safety and Environment Management Systems, Environmental Discharges, Incident Command System, Incident Investigation by using Tripod Beta Tool, HSE Auditing Techniques, HEMP, Radiological Safety,
• Previous villa, mansions and residential projects coupled with experience of large scale civil construction projects.
• Previous experience performing safety audits and presenting results to multiple operational teams.
• Previous experience working for a self-performing main contractor.
• Strong use of computers and corresponding programs - Word, Excel, PowerPoint and other database programs. Ability to learn other programs such as: Procore, Labor chart, etc.
