Job summary

J10 Consulting supports a Global Engineering consultancy in Abu Dhabi to recruit an experienced QHSE Engineer for a 3-month outsourced contract. A proven consultant with UAE or GCC construction project experience is required, with NEBOSH IGC and preferred IOSH/IIRSM/CSP accreditation.

You will lead HSE activities on multiple project sites, review plans, provide training, and coordinate with inspectors and contractors to ensure compliance and safe operations.

Qualifications

• Proven track record as a consultant QHSE engineer on construction projects in the UAE or GCC.
• Minimum of 5–8+ years of experience as a QHSE engineer.
• Degree or Diploma in Civil Engineering or related field.
• NEBOSH IGC certification is required; IOSH/IIRSM/CSP accreditation preferred.

Responsibilities

• Implement health, safety and environmental arrangements per QHSE system requirements on the project site.
• Lead HSE Inspectors to monitor health and safety arrangements at site level.
• Develop and deliver health, safety and environmental training for employees.
• Review contractor HSE plans, risk assessments and method statements for compliance.
• Plan daily site visits to ensure safety measures before work starts.
• Conduct weekly HSE inspections and close corrective actions.
• Organise HSE meetings with clients, staff and contractors.
• Test and implement emergency response plans and drills as scheduled.
• Ensure investigations are completed and corrective actions closed.
• Conduct regular site safety reviews.
• Liaise with enforcement authorities and prepare monthly HSE reports.

Job description

Our Global Engineering consultancy client has a new requirement for a well experienced consultant QHSE Engineer to join their team in Abu Dhabi, on a to work on new projects in the Emirate. Successful candidates will have a proven background as a consultant QHSE Engineer on construction and fit out projects in the UAE or the wider GCC region and will have worked for a recognised engineering consultancy or PMC company previously.This role is available for immediate joining and is an initial 3 month contract position employed as outsourced staff through J10 Consulting.

Key Responsibilities

• Implement the health, safety and environmental arrangements for the project against the QHSE Management System requirements, to ensure the protection of all staff.
• Lead HSE Inspectors to ensure they are monitoring the implementation of health and safety arrangements at project site level, in accordance with legal and client requirements.
• Develop and deliver health, safety and environmental training to employees including but not limited to; induction, safe working practices.
• Review and approve contractor’s health, safety and environmental plans, risk assessments and method statements against legal and client requirements prior to the work being carried out.
• Plan daily morning site visits across project sites to ensure health and safety measures are in place before works begins.
• Carry out weekly joint HSE inspections with HSE Inspectors and contractor personnel and ensure all the corrective/preventive actions are closed out.
• Organise HSE meetings with clients, project staff, and contractors.
• Initiate and test emergency response plans and ensure the drills are carried out as per the project schedule and performance standards.
• Ensure HSE Inspectors follow up on contractor’s incident investigation reports are completed and corrective actions are identified and closed out to prevent a recurrence and provide necessary technical guidance for accident protection.
• Conduct regular site safely reviews.
• Liaise with enforcement authorities (PCFC, EHS Checks) prepare and submit monthly HSE reports in conjunction with contractor personnel and to the client.

Consultant QHSE Engineer Experience

• Proven track record of working as a consultant QHSE engineer on construction projects in the UAE
• Previous Engineering consultancy experience is essential
• 5-8+ years of relevant experience as a QHSE engineer
• Degree / Diploma in Civil Engineering or related
• Minimum of NEBOSH IGC certification
• IOSH, IIRSM or CSP accreditation is preferred
