Job summary

Thehseleader is seeking an experienced HSE Officer to implement and monitor the company's Health, Safety and Environmental management system on construction projects in Dubai. You will conduct site inspections, deliver toolbox talks, and manage risk assessments, PTWs, and incident investigations to ensure a safe workplace.

Qualifications

• NEBOSH IGC is mandatory.
• Bachelor’s degree preferred.
• 3–5 years HSE experience in construction.
• Knowledge of ISO 45001/ISO 14001 and local regulations.
• First Aid/Fire Safety certification advantageous.

Responsibilities

• Ensure full compliance with company and client HSE policies, procedures, and project-specific requirements.
• Carry out daily site inspections to identify hazards, unsafe conditions, and unsafe acts; ensure corrective actions are implemented.
• Conduct toolbox talks, safety inductions, and awareness sessions for employees and subcontractors.
• Assist in the development and review of risk assessments (RA), method statements (MS), and permit-to-work (PTW) documentation.
• Monitor high-risk activities such as working at height, lifting operations, hot works, and confined space entry.
• Investigate incidents, near misses, and unsafe conditions, ensuring timely reporting, root cause analysis, and implementation of corrective/preventive measures.
• Maintain records of HSE inspections, audits, incidents, and training for compliance and reporting purposes.
• Support emergency preparedness, including fire drills, evacuation exercises, and first aid arrangements.
• Liaise with project management, subcontractors, and regulatory authorities on HSE matters.
• Promote a strong safety culture through positive engagement, coaching, and enforcement of safe systems of work.
