Job summary

Accor’s Dubai cluster seeks a seasoned Cluster Director of People & Culture to shape the HR strategy across Novotel & Adagio Premium Dubai Al Barsha. You will partner with the General Manager and hotel leadership to drive talent development and an inclusive, high-performance culture.

You will lead recruitment, succession planning, and HR governance while ensuring payroll, benefits and compliance align with business goals. A strong UAE HR background is essential.

Qualifications

• Bachelor's degree in HR, Business Administration, Hospitality Management or related field.
• Professional HR qualification (CIPD, SHRM or equivalent) is an advantage.
• 8–10 years of progressive HR / P&C experience within hospitality in UAE.
• 3–5 years in senior HR leadership or Director-level position.
• Experience in multi-property or cluster hotels within an international brand is desirable.
• Strong knowledge of UAE Labour Law and employment regulations.
• Experience in talent management, succession planning and organisational development.
• Knowledge of employee relations, compensation, payroll and HR governance.
• Strategic thinking and strong business acumen.
• Excellent stakeholder management and influencing skills.
• Strong leadership, coaching and people development capabilities.
• Effective communication, negotiation and problem-solving skills.
• High emotional intelligence, cultural awareness and adaptability.
• Integrity, discretion and sound decision-making.

Responsibilities

• Develop and implement the cluster P&C strategy aligning with business objectives.
• Oversee recruitment, workforce planning, succession pipelines and internal mobility.
• Drive performance management, leadership development and learning initiatives.
• Champion team member experience, engagement, wellbeing and culture.
• Ensure HR governance, compliance and adherence to policies.
• Oversee payroll, compensation, benefits and manpower budgeting.
• Ensure efficient delivery of P&C services including visa admin and audits.
• Lead, coach and develop the P&C team.
