Job summary

Raytheon Emirates seeks an experienced Associate Program Management Director to support capture, planning and execution of projects reporting to the REL Managing Director. This onsite role is based in Abu Dhabi, with travel as needed to support a growing UAE & export program.

You will work with REL’s lead Program Manager and Raytheon teams to optimize project execution, manage risk, and drive cost/schedule controls across complex programs. Fluent English is required.

Responsibilities

  • Support management, oversight and execution of project activities to ensure requirements are delivered on time and within budget.
  • Ensure effective risk management, production, quality assurance, budget and schedule controls.
  • Drive results by governing program controls and advising on procedures and tools.
  • Provide analysis for budget, scope, milestones and IMS with team leaders and stakeholders.
  • Document and maintain program plans, measure progress and trigger corrective actions.
  • Manage Risk and Opportunity processes including review boards and mitigations.
  • Perform as Cost Account Manager with Earned Value Management and reporting.
  • Define and maintain customer reporting for offset credits and credits claims.
  • Support capture, bid and proposal efforts at REL and liaison with Raytheon groups.
  • Lead business development activities including tenders, proposals or information requests.
  • Drive continuous improvement to create efficiencies across the company.
  • Promote sharing of best practices and collaboration.

Raytheon Emirates is seeking an experienced Associate Program Management Director to help support the capture, planning and execution of projects reporting to the Managing Director of REL. In this role you will work closely with REL’s lead Program Manager, functional resources located within REL and with other Raytheon businesses to optimize project execution, draw on experience and maximize return.

Raytheon REL plans to develop and execute projects in UAE, partnering with local industry to maximize the use of UAE’s advanced technology and highly capable industrial base. These projects contribute to Raytheon's global supply chain in the production of components and assemblies for Raytheon's products and may also be UAE-unique projects for local and export markets.

This onsite role is based in Abu Dhabi, United Arab Emirates.

Be willing and able to travel internationally and domestically.

What You Will Do
  • Support the management, oversight and execution of project activities to ensure head contract, subcontract, customer and internal company requirements are delivered on time and within budget.
  • Ensure effective and efficient risk management, production, quality assurance, budget, and schedule controls are in place.
  • Drive results by governing and maintaining the programmatic and performance management policies, plans, program controls and procedures and provide advice on the application of project management procedures and tools.
  • Provide analysis and planning for budget, scope, milestones, deliverables and integrated master schedule (IMS) with team leaders and project stakeholders.
  • Assist in documenting and maintaining program plans and schedules, measure and report on progress, identify potential problems in sufficient time for corrective action to be taken, and ensure the delivery of project commitments and milestones.
  • Manage the Risk and Opportunity management process including review boards, and mitigation plans.
  • Perform as Cost Account Manager for cost and schedule including Earned Value Management and effective risk and opportunity management, manage the variance analysis process and external reporting across all teams.
  • Define, develop and maintain customer reporting for all eligible offset credits. This includes regular customer reporting, coordinating objective evidence, and raising credit claims.
  • Support capture, bid and proposal efforts at REL, liaising with Raytheon mission areas and functional groups.
  • Lead specified business development including requests for tender, proposal or information, expression of interest, and unsolicited offers.
  • Drive continuous improvement, by the design, development and implementation of projects to create efficiencies within the company.
  • Support an environment that promotes sharing of best practice, information, and collaborative behaviors.
  • Act in accordance with the company's Code of Conduct relating to professional workplace behavior, maintaining confidentiality and health and safety.
Qualifications You Must Have
  • Typically requires a Bachelor's and a minimum of 12+ years prior relevant experience, or an Advance Degree in a related field and a minimum of 10+ years' experience.
  • Experience with complex program / project management leading program team(s) that may include members from external organizations and some embedded functional teams.
  • Experience with Earned Value and Managing Gate Reviews, Estimates at Completion (EACs) and Project Management Reviews (PMRs).
  • Experience in proposal strategy, specifically developing a strategic approach for responding to RFPs, including understanding client needs and objectives, and company internal requirements.
  • Experience in project planning, budgeting, and tracking cost and schedule.
  • Experience with key suppliers who are geographically dispersed and working in different time zones.
  • Experience with multiple / complex lines of communication with customers and stakeholders who are very active and require careful management.
  • Experience in determining and balancing multiple stakeholder requirements.
  • Fluent English spoken and written.
