Job summary

Halian is seeking a Senior AI GTM Consultant for the Public Sector in the Middle East, based in Dubai with hybrid working. You will advise ministries and public authorities on AI strategy, operating models, governance, and transformation roadmaps.

Lead executive workshops, define ROI models, support pilots, and partner with technical teams to shape AI solutions that deliver measurable outcomes across the region.

Qualifications

• 10+ years of consulting, professional services, business transformation, AI, data, analytics, or related client-facing roles.
• Proven experience advising public sector organisations within the UAE and broader Middle East region.
• Demonstrated success delivering or shaping AI, machine learning, generative AI, analytics, or digital transformation programmes.
• Experience developing strategic roadmaps, operating models, governance frameworks, and executive-level business cases.

Responsibilities

• Advise government and public sector organisations on AI, data, and digital transformation initiatives.
• Develop AI strategies, operating models, governance frameworks, and transformation roadmaps.
• Lead executive workshops, stakeholder interviews, and discovery sessions.
• Define value propositions, business cases, ROI models, and AI adoption strategies.
• Support the design and execution of proof-of-concepts, pilot programmes, and strategic transformation initiatives.
• Partner with technical and delivery teams to shape AI solutions aligned with business objectives.
• Engage and influence senior government leaders, executives, and key stakeholders across the Middle East.
• Support business development and presales activities, including opportunity qualification, solution shaping, proposal development, and executive presentations.
• Contribute to thought leadership, market insights, and the development of AI consulting offerings and methodologies.
• Stay abreast of emerging AI trends, technologies, and public sector innovation initiatives across the region.

The successful individual will work directly with senior decision-makers across ministries, government authorities, and public sector entities to develop AI strategies, operating models, governance frameworks, and transformation roadmaps that deliver measurable outcomes.

Experience

Qualifications & Skills

• 10+ years of experience in consulting, professional services, business transformation, AI, data, analytics, or related client-facing roles.
• Proven experience advising public sector organisations within the UAE and broader Middle East region.
• Demonstrated success delivering or shaping AI, machine learning, generative AI, analytics, or digital transformation programmes.
• Experience developing strategic roadmaps, operating models, governance frameworks, and executive-level business cases.
• Strong experience managing senior stakeholder relationships, including C-level executives and government decision-makers.
• Experience supporting complex consulting engagements, business development initiatives, and presales activities.

• Willingness to travel across the Middle East and Africa as required.
• Experience working with ministries, government authorities, regulators, or public sector entities within the GCC is highly desirable.
