Job summary

Black Pearl Consult in Abu Dhabi seeks an experienced Bid Manager to lead end-to-end proposals for ICT and digital transformation opportunities. You will coordinate lifecycle from qualification to submission, leveraging AI tools while maintaining human oversight.

The role requires 7+ years in IT/ICT bid management, presales, or proposal management, strong English/Arabic skills, and a proven track record with government tenders in the UAE. Hybrid collaboration with stakeholders is expected.

Qualifications

• Bachelor’s degree in Information Technology, Computer Science, Computer Engineering, Telecommunications, or a related technology discipline.
• Minimum of 7 years of professional experience in IT/ICT with bid management, presales, or proposal management for complex enterprise tech solutions.
• Solid understanding of multi-disciplinary ICT ecosystems including Cloud, Cybersecurity, Data networks, System integration, and Managed Services.
• Hands-on experience directing enterprise Generative AI tools for document summarization, drafting, and analysis.
• Fluent in English and Arabic (written and spoken).
• Proven track record managing government and public-sector tenders across the UAE.

Responsibilities

• Lead end-to-end bid lifecycle for RFPs, RFIs, RFQs and tenders, ensuring compliant, competitive, timely submissions.
• Use AI extraction tools to generate and refine requirement breakdowns, validating outputs.
• Collaborate with Solution Architects, Presales, and SMEs to craft cohesive ICT proposals.
• Direct AI-assisted drafting of technical and commercial sections and ensure accuracy and fact-checking.
• Align technical architecture, BoQs, vendor quotes, and contractual scopes.
• Maintain a bid knowledge repository with templates and lessons learned.
