Midvaal Local Municipality in Meyerton, South Africa invites applications for the Sub-Accountant: Supply Chain Management. The role entails bid management, procurement oversight, record keeping, and reporting in line with MFMA and SCM policies.

The ideal candidate holds a National Diploma in Logistics or related fields, with 3–5 years SCM experience in local government and strong skills in analytics, leadership and stakeholder liaison.

Formación

• National Diploma in Logistics, Supply chain Management, Accounting or equivalent NQF qualification.
• MFMA minimum competency requirements (advantage).
• Project Management & Financial Management skills and experience.
• Valid Driver’s License.
• Computer Literate (MS Word, Excel & PowerPoint).
• Excellent interpersonal & communication skills.
• Competent in interpretation and enforcement of relevant legislation and applicable policies.
• Analytical thinking, empowerment, adaptability, communication, leadership, presentation, conflict and stress management, negotiation skills.
• Hard working, self-disciplined with strong leadership and motivational qualities.
• 3-5 years’ relevant experience within SCM within Local Government Authority.

Responsabilidades

• Placement of invite to quote advertisement/notices in media (Government & Provincial Gazette).
• Peruse all PR’s/quotes for purchases between R30 000.00 and R200 000.00.
• Keep and distribute minutes and agendas of Bid Committee Meetings.
• Report to Assistant Director on all acquisitions and bidding activities above R30 000.00.
• Ensure that all expenditure on goods and services is incurred in terms of an approved budget in terms of section 15 of the MFMA act.
• Ensure that all Bid documentation and adjudication criteria and general conditions of contracts are in accordance with the applicable SCM policy is properly considered.
• Keep minutes of any negotiations with preferred bidders for record purposes.
• Record and report to Assistant Director the reasons for any deviations that may occur as set out in section 36 of regulations.
• Implementation of SCM policy and all relevant legislation.
• Monitor bid committee meetings, preparation and submission of minutes and agenda.
• Implement proper record keeping of SCM process and documentation.
• Liaise with suppliers and end users.
• Assist with the preparation and reporting of monthly procurement transactions.
• Perform any other related ad hoc tasks and duties as and when requested by management from time to time.
