Job summary

mothers2mothers is seeking a Programme Technical Advisor to serve as the senior technical authority for the programme model across the country portfolio, including EKN and non-EKN, shaping standards and ensuring readiness and quality.

This role leads a technical team, oversees cross-country implementation, advises governments, partners, and donors, and maintains the quality improvement framework while collaborating with the Senior Lead: Technical Management.

Qualifications

• Master's degree in Public Health, Medicine, Nursing, Social Sciences or related discipline.
• At least seven years' progressive health programme technical experience, including a minimum of three years at senior technical advisory level across more than one country.
• Deep, recognised expertise in community health worker or peer-led models in HIV and maternal, newborn and child health.
• Demonstrated experience providing technical assistance and capacity strengthening to implementing partners or government.
• Practical experience designing and institutionalising a quality improvement framework across multiple sites or countries.
• Experience line-managing technical or professional staff and building technical capability in others.
• Strong technical writing and presentation skills, including authoring technical guidance, donor technical reports or proposals.

Responsibilities

• Lead programme design and adaptation across all countries of operation, ensuring coherence as contexts vary.
• Set, maintain and approve programme standards, protocols and technical guidance in consultation with senior leadership.
• Hold technical design authority for new programmes, proposals and adaptations and approve technical content before submission or implementation.
• Determine innovations and best practices to integrate into the standard model and scale across countries.
• Advise governments and health-system counterparts on integrating the model into primary health care and public health systems.
• Lead technical assistance to partners and government, assess capacity, and oversee strengthening plans.
• Represent m2m technically in national/regional technical working groups and donor reviews.
• Own the quality improvement framework and set indicators, ensuring consistent application across countries.
• Set criteria for implementation readiness and certify readiness before go-live; escalate when not met.
• Collaborate with Strategic Information Advisor to ensure evidence informs model refinement and training content.
