Zusammenfassung

Dwarsrivier Chrome Mine is seeking a senior manager to lead SLP, LED, CSI and ESD initiatives, driving community engagement and sustainability within a mining context. You will manage budgets, reporting, governance and stakeholder relations to ensure social licence and compliance.

Reporting to the Human Resources Manager, you will oversee change initiatives, risk management and partnerships with host communities, suppliers and government to advance BBBEE and Mining Charter targets.

Qualifikationen

  • 5–10 years' experience in SLP, LED, ESD within mining.
  • 2+ years management experience in mining.
  • 3 years in ESD, preferential procurement, SMME incubation.
  • Diploma and driver's license required; bachelor's preferred.

Aufgaben

  • Lead the implementation of SLP, LED, CSI and ESD in line with the Mining Charter, MPRDA and DTI Codes of Good Practice; drive host community SMMEs into the mine's supply chain and manage procurement targets.
  • Facilitate constructive relations with host and labour sending communities; ensure social licence to operate is maintained and commitments are delivered.

Our mine, situated in the Limpopo Province about 60 kilometers from Lydenburg and 40 kilometers from Burgersfort, and is a world-class producer of Chrome Ore.

The successful applicant will report to the Human Resources Manager or nominee.

Minimum Educational Requirements
  • Grade 12 / Standard 10 Certificate.
  • Relevant Diploma preferably in Social Sciences /Local Economic Development /Human Resources / Community Development.
  • Code 08 (B) Driver’s Licence or Higher.
  • Advantageous: Bachelors’ Degree in Social Sciences /Local Economic Development /Human Resources / Community Development.
Experience (including but not limited to)
  • 5 – 10 years practical experience in SLP, DTI, BBBEE and Mining Charter implementation.
  • 2 years management experience in a mining environment (included above).
  • 3 years in Enterprise and Supplier development/preferential procurement/SMME incubation in a mining environment, Community engagement in mining communities.
Duties (including but not limited to)
  • Lead the implementation and sustainability of the mine's Social and Labour Plan (SLP), Local Economic Development (LED), Corporate Social Investment (CSI) and Enterprise and Supplier Development (ESD) programmes in line with the Mining Charter, MPRDA and DTI Codes of Good Practice. Drive ESD by identifying, developing and integrating host community SMMEs into the mine's supply chain and by managing preferential procurement targets, business development support, incubation and acceleration. Facilitate constructive relations between the mine and its host and labour sending communities, including stakeholder engagement, to ensure the mine's social licence to operate is maintained and SLP and Mining Charter commitments are delivered.
Budget and cost control
  • Compile the SED sub-function's operational, capex and labour budgets and for approval. Effectively manage the sub-function in line with approved budgets, report variances as required and recommend or implement remedial action within the span of control. Review and authorise payments in line with approved budget and policy.
SHERQ adherence and compliance
  • Ensure compliance with all statutory SHERQ requirements, policies and standards across SED team. Communicate new safety regulations and procedures to SED employees and contractors to ensure correct implementation.
Implement Change initiatives
  • Initiate and lead Departmental change. Ensure implementation and management of change initiatives and optimal resource utilisation at all levels.
People Management
  • Allocate work to direct reports and provide the appropriate level of management, delegation and situational leadership. Do performance reviews, coach subordinates and recommend and approve individual development plans. Oversee the quality of SoR leadership and structured focused development. Resolve grievances and maintain employee relations.
Stakeholder Relations
  • Build, manage and maintain healthy, diverse, workable internal relations (peers, unions, Head Office) and external relations (communities, traditional authorities, government, statutory bodies). Provide relevant and specialised technical support to applicable stakeholders.
  • Establish, lobby and maintain relationships with relevant stakeholders such as local government, municipalities, traditional authorities and beneficiaries) to advance SLP, ESD and LED goals. Participate in relevant community and development forums. Ensure ongoing stakeholder involvement and engagement through liaison with national, provincial and other related government institutions, NGO's and investors to advance the interests and objectives of community development goals and initiatives.
Governance, Risk and Reporting
  • Compile monthly, quarterly and annual SLP,ESD, LED and SED reports and submit or present to the HR and General Manager and Statutory bodies. Compile monthly project progress reports for line management. Maintain effective governance frameworks within the SED function. Identify and mitigate stakeholder and community-related risks. Prepare management reports, board reports, and regulatory submissions. Maintain accurate stakeholder engagement records and project documentation. Ensure compliance with company policies and governance requirements.
Social Labor Plan and Mining Charter
  • Provide community-level input into drafting the SLP and Mining Charter and submit to HR and the General Manager for approval before submitting to relevant authorities. Ensure SLP and Mining Charter are implemented as approved. Draft, negotiate and sign memorandums of understanding with stakeholders in line with approved SLP. Conduct After Action Review on all SLP and SED initiatives, identify gaps and take or recommend corrective action. Always maintain a DMRE-ready SLP audit file.
LED Management
  • Review and recommend LED project proposals to ensure compliance with strategic intent, BBBEE and other relevant statutory requirements. Ensure approved LED projects are implemented and managed in line with company policies and sound governance. Monitor project implementation and advise where necessary to ensure sustainability and profitability. Build sustainability, handover and exit plans into every LED project to ensure projects continue to operate after mine funding.
Community risk management and relationships
  • Maintain and update a live community risk register (grievances, protest indicators, faction disputes, socio-economic red flags). Proactively identify community-related risks and inform the HR Manager, General Manager and Security within defined timeframes. Build and maintain positive relationships with host and labour sending communities, traditional authorities and community forums. Make appropriate recommendations to addressidentified risks and implement approved mitigation actions. Represent the company at all relevant forums. Operate a formal community grievance mechanism (log, acknowledge, investigate, feedback, close).
Communication and reputational monitoring
  • Develop and implement Communication Strategy for internal and external audiences.
Enterprise and Supplier Development
  • Design and implement the mine's Enterprise & Supplier Development strategy in line with the Mining Charter, BBBEE Codes and SLP commitments. With Supply Chain, identify set-aside and unbundling opportunities in the mine's procurement plan and match qualified SMMEs to those opportunities. Provide structured Business Development Support (BDS), incubation and acceleration to SMMEs, including business registration, compliance (tax, BBBEE, safety), financial management, quality systems, contracting and access-to-market support. Track and report ESD spend and preferential procurement spend against Mining Charter and SLP targets, and drive corrective action where targets are at risk. Monitor SMME performance on awarded contracts and manage graduation from incubation to independent supply.
Project management and community knowledge system
  • Manage SED, LED, CSI, and ESD projects using standard project management disciplines (scope, schedule, budget, risk, quality). Maintain a project register and status reporting for all community projects.
