Job Description
The ICT Manager is responsible for leading the strategic direction of the organisation’s Information & Communications Technology platform. The ICT Manager drives the provisioning of fit-for-purpose IT infrastructure, enterprise applications, and productivity tools/utilities. This role is pivotal in enabling and accelerating the organisation’s digital transformation journey, guiding the adoption of technologies that deliver business value as well as competitive advantage. The ICT Manager is critical towards the design & deployment of a practical cybersecurity framework.
The ICT Manager leads a group of technical resources, day-to-day operational execution, governance practices, key programmes/initiatives, oversight on risks to IT service availability/business continuity, and overall environment performance.
The incumbent prioritises technology investments in line with the digital ambitions of the organisation and considers benchmarks set by industry leaders / best-in-class digital transformation pioneers. Pays particular attention towards the adoption of applicable industry best practices (through Gartner, McKinsey, ISO/IEC etc.)
He/She brings industry knowledge to guide the organisation towards IT Service deployments / practices that are compliant with applicable Government laws and maintain conformance with company policies/procedures. The ICT Manager serves as a key advisor to the Leadership Team.
Maintains relationships with the relevant interested parties, including OEMs, technical channel partners, and specialist service providers.
Responsibilities:
- Embed and drive the execution of the SAPREF Top Five priorities within the ICT Department.
- Champion the development and implementation of SAPREF’s digital transformation strategy & plan in line with the overall company goals.
- Identify and leverage emerging technologies to drive business growth and efficiency.
- Benchmark SAPREF’S current and future digital transformation initiatives against leading organisations ( make use of Gartner Magic Quadrant, McKinsey Digital Quotient, ISO/IEC etc.).
- Set goals and oversee the IT department, including the mentorship, growth and performance of IT professionals.
- Brings industry knowledge to guide the organisation & the IT team towards compliance with government regulations.
- Establish and maintain the IT budget, allocation of resources to effectively support initiatives in alignment with business objectives.
- Maintain relationships with key stakeholders, incl. the Executive Team – especially w.r.t. strategic initiatives.
- Good awareness of industry best practices, standards & regulatory requirements.
- Direct IT operations, including infrastructure, applications, and support services.
- Monitor performance metrics and implement continuous improvement initiatives.
- Architect a scalable, high-performance IT environment.
- Translate business insights into actionable technology plans that deliver desirable outcomes.
- Drive the adoption of the IT environment/ service KPIs.
- Continuously refine strategies to adapt to changing business requirements and technology developments.
- Manage escalations diplomatically while maintaining strategic focus and end-user trust.
- Devise means to monitor client satisfaction and implement the required improvements.
- Identify optimisation opportunities through modernisation, innovation and vendor rationalisation.
- Lead continuous improvement initiatives to enhance system reliability, efficiency, and security.
- Establish governance cadence w.r.t. the review of environment incidents, problems, and service performance trends.
- Maintain visibility and control over the IT project portfolio.
- Evaluate, prioritise, and align projects with business and financial objectives.
- Ensure that IT risks are identified and managed.
- Own the whole IT service landscape, architecture and lifecycle management.
- Ability to take technical problem escalations to resolution, incl. making use of established relationships with industry players.
- Plan, control, and guide the provisioning of business continuity measures.
- Control of the IT asset portfolio.
- Contract management incl. 3rd party performance management.
- Ensure all ICT policies, procedures, and systems comply with South African ICT-related legislation, including but not limited to: POPI Act, ECTA, Cybercrimes Act, and King IV Report on Corporate Governance (as it relates to ICT governance).
- Collaborate with legal and compliance teams to ensure ICT contracts, vendor agreements, and data processing activities meet legal requirements.
- Conduct regular ICT risk assessments and audits to ensure compliance with local and international standards.
- Regularly assess digital maturity using established frameworks (e.g. Digital Maturity Model (DMM)) and set targets for improvement.
Skills:
- Excellent knowledge of IT systems & Utility Tools
- Excellent knowledge of the IT infrastructure space
- Background in designing/developing IT services, incl. implementation thereof
- Superior analytical and problem-solving capabilities

- Outstanding communication and interpersonal abilities
- Deep understanding of IT operations, cloud computing, cybersecurity, data governance, and enterprise architecture.
- Strong knowledge of ITIL, COBIT and applicable ISO/IEC standards/frameworks.
- Experience in business management principles, budgeting, and system/service development methodologies.
- Must be able to define a clear vision for the team
- Strong inter-personal skills
- Able to supervise /lead senior and highly skilled staff, incl. 3rd party specialists
- Must have strong understanding of business principles and ability to cultivate a culture of innovation and intrapreneurship within the team.
- Highly motivated, self-starting individual with the ability to achieve results through strong leadership and motivation.
- Excellent written and verbal communication skills
- Risk management experience (operational / project related)
Job Requirements
- Information Technology Qualification (Bachelor's Degree or Equivalent). A post graduate qualification will be an advantage.
- Relevant industry certifications such as CISM (Certified Information Security Manager), CISSP (Certified Information Systems Security Professional), CISA (Certified Information Systems Auditor), and CGEIT (Certified in the Governance of Enterprise IT) are highly desirable.
- 10–12 years of progressive experience in IT leadership/management of which 5 years should be at a senior management level.
