Job summary

RPO Recruitment’s client is a leading engineering, advisory and technical services firm seeking an experienced Health & Safety Manager to oversee HSE on an EPC project site in Gauteng for 18 months. The role ensures compliance with legal requirements, Eskom standards, and project-specific obligations throughout construction, commissioning, and handover.

The successful candidate will lead the HSE oversight framework, audits, inductions, and permit-to-work processes, coordinating with authorities

Qualifications

  • Degree or Diploma in Occupational Health & Safety or related field.
  • SACPCMP registration as Pr CHSA / CHSM (or equivalent).
  • NEBOSH / SAMTRAC or similar recognised HSE certification.
  • 8–10 years’ experience in construction HSE management.
  • 3–5 years’ experience in a senior or managerial HSE leadership role.
  • Proven exposure to large-scale construction or energy/EPC projects.
  • Strong working knowledge of permit-to-work systems, LOTO, and high-risk construction activities.

Responsibilities

  • Develop, maintain, and enforce the Employer’s HSE oversight framework for the EPC project.
  • Review, audit, and approve EPC HSE documentation, including risk assessments, method statements, lifting plans, fall protection plans, and permit-to-work procedures.
  • Conduct formal HSE audits and inspections to verify EPC compliance with legal requirements, Eskom standards, and project HSE specifications.
  • Ensure effective identification and control of high-risk activities, including working at heights, lifting operations, excavations, isolations (LOTO), and energisation activities.
  • Verify that the EPC implements and maintains proper induction processes, toolbox talks, and competency management systems, with accurate training records available for audit purposes.
  • Monitor site conditions through regular inspections, focusing on PPE compliance, housekeeping, equipment condition, and safe systems of work.
  • Act as the primary HSE interface between the Employer, EPC Contractor, and relevant authorities, ensuring alignment and escalation of key safety matters.
  • Identify repeat or critical non-compliances and elevate appropriately to senior project leadership, including recommending stop-work interventions where required.
  • Ensure full implementation and effectiveness of permit-to-work systems across all high-risk activities.
  • Verify emergency preparedness, including response plans, drills, and availability of emergency resources, and ensure corrective actions are implemented following incidents.
  • Compile and present HSE performance reports, including audits, inspections, incident investigations, and trend analysis for project governance structures.
  • Oversee HSE readiness for commissioning and energisation activities, ensuring all safety requirements and close-out evidence are in place prior to handover.

This role represents the Employer’s highest level of HSE assurance on site and is responsible for ensuring that the EPC Contractor fully complies with legal requirements, Eskom standards, and project-specific HSE obligations throughout all phases of construction, commissioning, and handover.
