Job summary

Gauteng Provincial Government seeks a Head of Project Development for a five-year fixed-term contract. You will provide strategic direction, oversee business cases, feasibility, and funding sustainability, ensuring successful, bankable infrastructure projects within the province.

The role requires a bachelor’s in a built environment or related field, plus 5+ years at a senior management level in public/private sectors. Nyukela certification and professional registration are required.

Qualifications

• Bachelor’s degree (NQF level 7) in the built environment, Project Management, Business Administration, Public Administration or Finance.
• NQF level 8 postgraduate in the built environment is an advantage.
• At least 5 years’ experience at a senior management level in the public/private sector with a track record in infrastructure project management.
• Registration with a relevant professional body (ECSA/SACPCMP) and a valid driver’s licence.
• Nyukela Pre-Entry Senior Management Certificate (SMS) required.

Responsibilities

• Provide strategic direction for the Project Development Programme and governance.
• Oversee project initiation, business case development, feasibility assessment, sustainability for funding, monitoring and evaluation, and contract management to bankability.
• Coordinate planning and budgeting processes to source funds for priority infrastructure projects.

Requirements

• Bachelor’s degree (NQF level 7) in the built environment, Project Management, Business Administration, Public Administration and Finance. NQF level 8 Postgraduate in the built environment will be added advantage. At least 5 years’ experience at a senior management level in the public/private sector with a proven track record in infrastructure Project Management. Additional Requirements: Registration with a relevant professional body; Engineering Council of South Africa (ECSA) South African Council for the Project and Construction Management Professions (SACPCMP), Valid driver’s licence, Pre-entry Certificate (Nyukela).

Duties

• Provide strategic direction for Project Development Programme through effective operating models on the development, compliance and evaluation of strategically viable infrastructure projects. Oversee the project initiation, business case development, feasibility assessment, sustainability for project funding, monitoring and evaluation and contract management, to the point of bankability.
