Introduction

To assist supply chain management services to ensure proper systems, procedures and control for demand, acquisition, logistics, assets and disposal management, and fleet management are facilitated and executed.

Job description
Demand management and logistics processes and procedures
  • Administer demand management and logistics processes and procedures.
  • Ensure the planning and execution of annual procurement plan.
  • Conduct market research and benchmarking to ensure best practice methodology.
  • Responsible for procurement of all goods / services (Quotations and Tenders).
  • Provide assistance in drafting and logistical support in respect of specifications, advertisements, bid evaluation, bid adjudication, sub-committees, recommendations and approvals.
SCM Administration
  • Provide input into the interim and annual financial statements and statutory reports
  • Compile SCM payments.
  • Provide an administrative and secretariat function for SCM committees.
Contract Management
  • Ensure contract registers are in place accordance with prescripts.
  • Assist components and SCM Manager in facilitating the development of SLA’s and / or contracts in respect of goods and services procured.
  • Ensure the monitoring of suppliers performance.
Fleet Management
  • Ensure WCLA Fleet is managed and maintained effectively.
  • Verify monthly fleet reports.
  • Verify the payments.
  • Investigate and report on transgressions and damage to fleet.
  • Compile a fleet management guideline and procedures.
Asset Management
  • Prepare asset register reconciliations and ensure that it balances with the control accounts / main ledger.
  • Ensure that assets purchased are capitalized to the asset register monthly and in compliance with GRAP requirements.
  • Prepare the annual asset count plan and monitor its implementations to ensure that the asset count is carried out in an effective and efficient way that facilitates the entity’s compliance with GRAP requirements and relevant legislative prescripts.
  • Undertake the annual asset count and prepare the draft report for submission to the CEO by 30 April each year.
  • Identify assets at the end of their useful life and institute disposal management processes.
  • Bi-annual disposal committees to be held to dispose of obsolete assets in line with legislative prescripts.
  • Ensure obsolete and impaired assets are correctly accounted for in line with GRAP standards.
  • Guide the asset team on various technical matters relating to maintaining of a complete asset register and compliance with GRAP requirements.
  • Prepare the final asset register to ensure that it is reconciled and balanced to the annual financial statements by 31 May.
Reporting
  • Responsible for all internal and external procurement reports.
  • Responsible for all internal and external supplier reports.
  • Responsible for annual procurement plan progress reporting.
Effective resource management (human, financial and physical) within the Unit
  • Establish and maintain appropriate systems (analytical tools, information systems, projections of cost behaviour) and policies to ensure effective and efficient management of resources.
  • Perform accurate forecasting, budgeting, and allocation of resources within the unit.
  • Assist in managing external contractors and suppliers within the unit.
  • Ensure effective identification and management of business risks, resources, and continuous improvement.
  • Assist in managing capacity within the unit to ensure sustained service delivery.
Effective people management within the Unit
  • Ensure people development within the unit in line with organisation-wide skills development strategy.
  • Assist SCM Manager in ensuring talent management strategies (attraction, retention, development) are implemented within the unit.
  • Implement performance management within the unit in line with Human Resources Policies and Guidelines.
  • Manage grievances, discipline, and terminations within the division in line with Human Resources policies and guidelines.
  • Lead and direct staff within the unit to be able to meet the objectives set for them.
  • Build and foster a culture of good governance, customer service, honesty and integrity and world class delivery in the division.
Knowledge
  • Working knowledge of relevant Public Sector legislation, e.g. PFMA, National and Provincial Treasury Regulations, Administrative Law.
  • Working knowledge of relevant industry legislation and regulations, e.g. Western Cape Liquor Act, POPI, PAJA, PAIA.
  • Extensive knowledge of Supply Chain Management principles in the public sector.
  • Working understanding of standard of Generally Recognised Accounting Practice (GRAP) relating to assets.
  • Strong understanding of and a strong commitment to good corporate governance - especially King III.
